Mana ..er <br /> <br />April 27, 2009 <br /> <br />SUBJECT <br />Metropolitan Transportation Commission (MTC) Transportation Development Act (TDA) <br />funding for the Middlefield In-Roadway Warning Light System. Sequoia School <br />Crosswalk Cluster, and North-South Bicycle Route improvements. <br /> <br />ReCOMMENDATION <br />1. Approve, by resolution, a request to the MTC for allocation of Fiscal Year 2009-2010 <br />"TDA Article 3" Pedestrian/Bicycle project funding and authorize the City Manager to <br />accept funds. <br />2. Approve, by motion, the allocation of MTC "TDA Article 3" grant funding toward the <br />following projects: <br />. Middlefield In-Roadway Warning Light System <br />. Sequoia School Crosswalk Cluster <br />. Improvements to the North-South Bicycle Route. <br /> <br />BACKGROUND <br />The City, as part of a single countywide application coordinated by City/County <br />Association of Governments (C/CAG), requested and received funding from MTC for <br />projects that exclusively benefit pedestrians and/or bicyclists. This funding is known as <br />"TDA Article 3" funding. The City has three projects which meet MTC's criteria for "TDA <br />Article 3" funding eligibility. On March 26. 2009 C/CAG informed the City that these <br />projects would be funded. <br /> <br />The City will receive $141,236.00 in funding from MTC that will require the City to <br />provide matching funds in the amount of $41,219.00. Funding is currently available in <br />the FY 2008-2009 budget as indicated in the Fiscal Impact section. However, the grant <br />funds wilt not become available until July 2009. Therefore. no budget amendment is <br />necessary because the grant funds will be allocated as part of the City's upcoming FY <br />2009-10 budget. <br /> <br />The three projects are as follow. <br /> <br />Middlefield In-Roadwav Warnina Liaht Svstem Proiect proposes to install warning lights <br />into the roadway surface of the mid-block crosswalk on Middlefield Road between <br />Jefferson Avenue and Main Street. This crosswalk provides direct access to the main <br />Library, City Hall, and City Center Plaza. This location experiences a high volume of <br />pedestrian traffic throughout the day. Pedestrians include students from local area <br />schools, library patrons, and city staff. Middfefield Road is classified as an arterial <br />roadway with moderately high traffic volumes. Staff has received numerous requests <br />over the years from area residents and library patrons for traffic calming assistance and <br />safety improvements at this location. Proposed improvements include installation of in- <br />roadway warning lights, pedestrian warning signage, additional street lights, and <br />restriping of the crosswalk. <br />
