From this analysis we will summarize <br />recommended transportation improvements which are necessary today and which have <br />not already been constructed or currently propose~l for construction by other entities. <br />Development agreements will be 'eviewed to ascertain existing commitments to either <br />providing some of the necessary transportation improvements or participating in funding <br />mechanisms, such as the proposed Assessment District for these transportation <br />improvements. We wilt also compare the proposed transportation improvements for <br />conformity with the transportation el,.,ments of the General Plans of the three affected cities <br />and the County's Congestion Management Plan. Our review and analysis cf the above <br />elements will be coordinated with city' staff by means of three meetings to discuss what we <br />have found in our initial review, ob':ain staff concerns and suggestions and finalizing our <br />summarizations of the above information. <br /> <br />B. PREPARE DRAFT ASSESSMENT DISTRICT STUDY <br /> <br /> We witt prepare a ciraft Asse=~sment District study to assist in identifying the scope <br /> of the Assessment District and to provide a ~jumping off' point for the outreach and <br /> consensus building proces=~, items which will be addressed within this report <br /> include: <br /> <br /> · History of the greater I~,edwoo(l Shores area development and transportation <br /> system, summary of lhe Crane and other relevant traffic studies, including <br /> projected peak hour a nd average daily trip generations. These projections <br /> will be compared to current Caltrans, etc. counts and a discussion of the <br /> affect of revising pas~ assumptions, where applicable, will be provided. <br /> <br /> · A description of the ~eed for the proposed transportation improvements, <br /> including a Jisting ~f those improvements currently required and/or <br /> recommended. <br /> <br /> <br />
