Provide Redwood City's Board representative with direction on how to vote on this <br /> matter at the April 23, 2009 South Bayside Waste Management Authority <br /> (SBWMA) Board meeting, including how to respond in the event of the Board <br /> becomes "deadlocked" in this matter. <br /> Alternative 2: <br /> Staff recommends that the City Council direct the Redwood City's Board <br /> representative to vote to accept the selection committee's recommendation and <br /> begin negotiating an agreement with South Bay Recycling, LLC (SBR) for the <br /> operation of the Shoreway Recycling and Disposal Center (SRDC). <br /> Council may also, as an element of this alternative, direct the City's Board <br /> representative to request that the SBWMA allow SBR to recover the additional <br /> costs associated with the sorters being covered by a collective bargaining <br /> agreement. (209) <br /> Mr. Ponty presented the report to Council (presentation on file). Questions were asked <br /> about the Memorandum of Understanding. The issue of the MRF sorters and the costs <br /> associated with their inclusion in the bargaining unit were discussed. The positions of <br /> both bidders regarding this inclusion were discussed. Mr. Larry Patterson, Public Works <br /> Director for the City of San Mateo, who was on the selection committee provided an <br /> overview of how this matter arose. He also provided details on communications regarding <br /> one of the bidders' environmental record and how this process might have become <br /> politicized. The commodity profits were discussed and Council asked questions about <br /> specific errors on one bid proposal. <br /> Public Comment <br /> Dan Domonoske, Vice President for South Bay Recycling (SBR), spoke about revenues <br /> and the CRV. He explained commodity revenues and SBR's position on bond financing <br /> and tipping fees. He said that SBR did change the cost in July but did not change the <br /> position or the subcontractors. Some of these changes were based on feedback from the <br /> selection committee. Mr. Domonoske explained that they were approached by the <br /> teamsters to discuss the MRF sorters but an agreement was not reached. He provided <br /> details on the reasons why the agreement was not reached. <br /> Mayor Foust announced that Mr. Boyd with Allied Waste was present in the audience and <br /> he could answer any questions. <br /> Scott Tenney, with Hudson Baylor Corporation (HBC), focused on the equipment and the <br /> workforce as the two major strengths of his bid. He said that the provider they went with <br /> has years of experience. Mr. Tenney is prepared to cover the cost of the MRF sorters <br /> without extra cost to the customer. He clarified that they were approached after July 2008 <br /> regarding this group of workers becoming part of the union. He added this was budgeted <br /> into their proposal because they wanted the best equipment and the best work force. <br /> Mr. Boyd, Allied Waste General Manager, responded to Council questions.
