<br />'~ 1 ~;,,,~, <br /> <br />RESOLUTION <br /> <br />WHEREAS it is evident that municipalities within the state of <br />California have not received a fair proportion of the motor tax funds with <br />which to construct and maintain streets and highw~s required by increasing <br />automobile traffic, and <br />\v.HEREAS a more equitable distribution of said funds is necessary <br />and desirable, <br />BE IT 'rHEREFORE RESOLVED T~ the City of Redwood City go on re- <br />cord as favoring the following: <br />1. A program for a continuous state highway system throughout <br />California, including the construction, maintenance, reconstruction and <br />widening of the necessary sections within municipalities; and specifically <br />the addition of 6,624 miles of highw~s to the state highway system as pro- <br />posed by the Automobile Club of Southern California and the California State <br />Automobile Association, which addition will relieve the respective Boards of <br />Supervisors of the state of a large portion of the burden now borne by them <br />out of their portion of gas tax funds; this program to be carried out with <br />the present revenues accruing to the state Highway Department. <br />2. The apportionment to each county as heretofore of one-third <br />of the total proceeds of the existing three cent motor. fuel tax; however, <br />the amount accruing directly from the tax on the sale of gasoline shall be <br />ap~ortioned amongst the cities of said county and the unincorporated area <br />of said county on the basis of registration of motor vehicles. Of said <br />apportioru~ent, three-fourths sr~ll go into a fund of the cities; the re- <br />maining one-fourth resulting from city registration, together with all revenue <br />resulting from rural registration and all receipts for license plates, etc., <br />shall be paid into the county treasury. The same restrictions on expenditures <br />shall be made for the cities as now exists for the counties, with the further <br />provision that all such funds shall be expended only according to a financial <br />plan in each case which shall be based upon a competent p~sical plan, includ- <br />ing a classification of existing traffic routes and proposed alterations therein <br />and extensions thereto. <br />
