Brian Lee, Supervising project <br />manager, provided background on what has been done in 2008. Mr. Vorametsanti <br />covered all of the 2009-2010 project highlights (presentation on file). Saber Sarwary, <br />Senior Engineer, also addressed the Council. <br /> <br />Council asked questions about various projects. Council was appreciative of the efforts to <br />create tangible impacts for the community. Mayor Foust announced a staff created a <br />committee titled "Verde Redwood City" and Mr. Ingram said this will come before the <br />budget so that Council can weigh in. Council discussed the amount of roadway <br />completed. Mr. Vorametsanti said that it is hard to maintain it and it is both an art and a <br />science. One Council Member asked how do projects get on the list and Mr. <br />Vorametsanti provided an explanation. One Council Member would like more information <br />on the prioritization of the projects. This matter to come back to Council at a later time. It <br />was mentioned the need for nexus between CIP projects and Council initiatives. The <br />issue of Seaport Boulevard was discussed and staff will provide more information on the <br />timeline to Mayor Foust as requested. Mayor Foust, thanked staff for all its work. <br /> <br />Ms. Le, Senior Civil. Engineer, explained the levee certification process in detail <br />(presentation on file). She said the overall levee certification will not be hard because the <br />levee is in solid condition but the multi-jurisdiction dialogue has been challenging. She <br />provided timelines for each of the milestones. Mayor Foust commented that the FAA <br />(Federal Aviation Administration) has not been cooperative and there have been many <br />attempts to discuss and find a solution but this is Plan B because there is no discussion <br />on Plan A. One Council Member made a suggestion to have the floodwall take a different <br />route around SAMTRANS and protect this site. Council discussed this possibility and staff <br />provided some input. It was mentioned that Pico Blvd. is a private -property. Staff was <br />directed to let various agencies know that Redwood City plans to meet the FEMA (Federal <br />Emergency Management Agency) deadline. There was Council agreement to move <br />forward with the wall but look at redesigning it based on Council's input to route it <br />around SAMTRANS and protect this site. <br /> <br />City Manager Ingram suggested crafting a letter to the Board of Supervisors making a last <br />call for cooperation. He said that he started a process with the County Manager, David <br />Boesch, and he still thinks there is a possibility of having Plan A. He summarized the <br />money expenditures reserved for this effort. Council would like the letter to include a <br />decisive tone so that there is strong encouragement for Plan A because otherwise <br />Redwood City will pursue Plan B. Mayor Foust said that she is fully committed to this <br />process especially because Plan A is a win-win situation for all. <br /> <br />8. PUBLIC HEARING <br /> <br />A. Fiscal Year 2009-10 Annual Action Plan in support of 2005-2010 Consolidated <br />Plan - Building Community through Housing Production and Basic Human Needs. <br /> <br />Recommendation: <br />Adopt a resolution to approve Fiscal Year 09-10 Annual Action Plan and to <br />authorize the City Manager to execute and file documents related to the Annual <br /> <br />JOINT CITY COUNCIUREDEVELOPMENT AGENCY MEETING <br />MINUTES <br /> <br />APRIL 27,2009 <br />PAGE 8 <br />
