<br />Action Plan for submittal to the U.S. Department of Housing and Urban <br />Development. <br /> <br />RESOLUTION NO. 14934 APPROVING ANNUAL ACTION PLAN OF THE <br />CONSOLIDATED PLAN (2005-2010) AND APPLICATION FOR FEDERAL ASSIST ANCE <br />(COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT <br />PARTNERSHIP FUNDS): CERTIFYING THAT THE CITY HAS FOLLOWED ITS <br />ADOPTED CITIZEN PARTICIPATION PLAN, AND AUTHORIZING EXECUTION AND <br />FILING OF ALL DOCUMENTS PERTAINING THERETO (FISCAL YEAR 2009-2010) <br /> <br />Pat Webb, Economic Development Director, explained the annual plan and she said that <br />what is unusual is that the official entitlement amount has not been received by HUD. She <br />explained the deadlines associated with this. She introduced Kevin Bondonno and <br />Cherlene Wright members of the Civic Cultural Commission. <br /> <br />Mayor Foust opened the public hearing. <br />Jackie Christenson and Barbara Liedthe with HIP Housing shared their experience and <br />explained the value of such funding. <br /> <br />Judy King with CORA (Community Relationship Overcoming Relationship Abuse) thanked <br />the Council for supporting this organization. This organization has noted a 270/0 increase <br />in calls. She explained the collaboration they receive from the Police Department. <br /> <br />Holly Harwood and Ashley Hartoop with Shelter Network Redwood Family House <br />Redwood thanked the Council for this grant and she asked Council to continue supporting <br />them. Ms. Harwood shared her personal journey and the assistance received. <br /> <br />Ann Marquart, executive Director of, Project Sentinel which is a Fair Housing agency and <br />hopes the Council will support this grant and provided details on the matter. <br /> <br />Council posed questions regarding the domicile of the program recipients (incorporated or <br />unincorporated Redwood City) and Ms. Chin provided some answers. <br /> <br />MIS Hartnett/Pierce to close the Public Hearing. Motion carries 6-0 with Vice Mayor <br />Howard absent. <br />MIS Harntett/Aguirre to adopt the resolution for Shelter Network and Service League only. <br />The motion was retracted because one Council Member needed to recuse herself. The <br />motion was withdrawn so a different Council Member could second the motion. <br />MI Hartnett/Pierce to approve the funding for Shelter Network and the Service League. <br />Motion carries 5-0 with Council Member Aguirre recused and Vice Mayor Howard <br />absent. The recusal was due to a potential conflict of interest since a Council Member <br />serves on an advisory board. <br />MIS Harnett/ Bain to approve all other items submitted. Motion carries 6-0 with Vice <br />Mayor Howard absent. <br /> <br />B.
