It is clear that if the tax measures do not <br />pass that an additional1Q-15 Billion dollars will need to be found to cover the state's shortfall. Cities will <br />definitely be impacted, some possible takings from redevelopment, and "protectedJl proposition 1 A funds will <br />also be at risk. <br /> <br />On the lighter side Senators Simitian and Beall shared some of their possible legislative proposals, There <br />are less bills being proposed, especially any that involve financial support. Senator Simitian is focusing on <br />bills regarding renewable energy, and water and delta issues. Senator Beall is focusing on health care <br />reform and preventative care. He is seeking to use desired outcomes as a basis for determining budget <br />support. <br /> <br />As Redwood City works with our legislators a strategy that would be helpful to us is asking Sacramento to <br />give us the tools to deal with our issues ourselves. This would mean asking for their support for local <br />funding measures such as the $4 car fee that San Mateo County successfully received from the Governor <br />and legislature. <br /> <br />The Water Task Force meeting of the League was established to review the 1998 Guidelines and policies of <br />the League related to stormwater runoff and water issues throughout the state as we face the water realities <br />of 2009. City Manager Smith was a participant on a previous league task force. Legislators working on <br />water related legislation talked about the issues and potential legislation that is being studied, including 4 <br />different water bonds. The task force is composed of 70+ individuals from all over the state, including city <br />officials, water managers, and city managers. Topics will include water conservation and reclamation, water <br />quality, water storage, conveyance systems, flood contro', groundwater, fish and wildlife, drainage, <br />recreation, new technology, areas of origin.
