<br />7A <br />Page 50 <br /> <br />o Notified contiguous property owners <br />· Planning Division open house on April 16, 2009 <br />o Public Hearing Notice sent to approx. 480 parties <br />o 16-20 attendees <br />o Provided staff with comments for Planning Commission <br />o 20 day notice period (CEQA) <br />o Exemption <br />o Prepared Negative Declaration <br /> <br />Brad Smith, Principal of Pacific Peninsula Group and part owner of 1581 & 1617 <br />Kentfield Avenue, gave background information on the company. In February 2008 they <br />made a formal submittal of the project after reducing their original plans from 26 to 25 <br />units. The project went to the Architectural review Committee in December 2008 with <br />further revision to that plan and three additional ARC meetings, the project was reduced <br />to 24 units, and is being presented tonight. This is a for sale project with aesthetic <br />appeal and related to the community and related to the mapping of the surrounding <br />residential homes, duplexes and condominiums. . <br /> <br />Eric Peterson, Project Architect Pacific Peninsula Group, (gave handout to Planning <br />Commission and staff regarding proposed sustainable green products and practices). <br />They located the higher density townhomes/detached units towards the Woodside edge <br />of the property, the rest of the structures, which are 2-story single-family homes, are on <br />the other end. They incorporated front stoops and front porches facing onto Kentfield <br />Avenue to create a sense of community and with the internal pathway system for the <br />residents and the open space in the center for everyone's enjoyment. In terms of <br />construction and material, they will do a combination of cement plaster, horizontal siding <br />and vertical board siding, which will create a traditional look that will blend in with the <br />neighborhood. They are planning on integrating green and sustainable features <br />modeled after Build It Green, green point rated program. <br /> <br />COMMISSIONER CLARIFYING QUESTIONS <br />Commissioner Seybert stated that this project could have received a CEQA exemption, <br />but did not. <br /> <br />Mrs. Ekas replied that there is a CEQA exemption, 15332 Infill Development Projects _ <br />Class 32 Exemption, there are five criteria that pertain to the exemption and could have <br />been interpreted to conform to a potential for an exemption. The project needed to be <br />consistent with applicable General Plan designation and policies as well as the Zoning <br />designation. Staff considers this development to be urban in character; the project site <br />has no value for habitat for endangered, rare or threatened species. Approval of the <br />project would not result in any significant effects related to traffic or noise. There are no <br />air or water quality impacts associated with this project. <br /> <br />Commissioner Seybert asked what the approximate height of the Terrace Rea!ty <br />building, on Woodside Road? <br /> <br />Mr. Mehra replied 5 stories and about 50 feet and the one behind is two stories. <br /> <br />Commissioner Cronin asked are there any changes to this area with the new General <br />Plan that they are currently studying or will this stay the same as it is currently zoned. <br /> <br />Mrs. Ekas replied that they are proposing different formats for Woodside Road.
