Frorn the Oi. , l\Ial1a .er <br /> <br /> <br />June 1, 2009 <br /> <br />INFORMATIONAL ONLY <br /> <br />SUBJECT <br />Pilot Street Cleaning Program Progress Report <br /> <br />BACKGROUND <br />On June 9, 2008, City Council adopted Section 20.93 to Article VII of Chapter 20, Motor <br />Vehicles and Traffic of the City Municipal Code, which added language to permit posting of <br />signs and enforcement of parking restrictions during specific hours for street cleaning. The <br />City Council also authorized the start of the Pilot Street Cleaning Program, which began on <br />August 28,2008 on sections of the streets identified below: <br /> <br />. On Douglas Avenue (within City jurisdiction) between Spring Street and Middlefield <br />Road on the last Friday of each month, holidays excepted <br /> <br />. On Marshall Street from Chestnut Street to Maple Street on the last Thursday (west <br />side of street) and Friday (east side of street) of each month, holidays excepted <br /> <br />On December 8, 2008, staff presented a 3-month progress report on the Pilot Program <br />operation with a recommendation to continue the program evaluation through March 2009 <br />and report staff findings to the Council Utilities Committee in April 2009. Additionally, staff <br />reported on five measures initially identified by the City Council at the June 2008 meeting, <br />which focused on impacts to the area and effectiveness of the pilot program, as follows: <br />. staffing levels (operations) <br />. hours of operation I restrictions <br />. effectiveness of ticketing <br />. impact on adjacent or surrounding streets <br />. visual appearance (before and after conditions) <br /> <br />Further, at the December 8,2009, City Council meeting, council members direqt~d staffnto <br />investigate alternative approaches for notifying residents and businesses in advance of the <br />street cleaning day, as well as evaluate other approaches to litter control, including <br />possibly placement of trash receptacles on Marshall Street. Attachment 1 to this Staff <br />Report provides a detailed summary report of the past 6-month of the Pitot Street Cleaning <br />Program operation. A summary of findings during the 6-month period are below: <br /> <br />Consider Use of CodeRED to notify residents in advance of Street Cleaning <br />Based on a review of the City's administrative policy on appropriate uses of the CodeRED <br />Emergency Notification system, the street cleaning notifications do not meet the criteria for <br />use of this system, nor is there monies budgeted to cover additional costs to use the <br />system. <br /> <br />....r~ <br /> <br />Consider advance emait notification to residents and businesses <br />
