<br />8A <br />Page 5 <br />Attachment 1 - Summary Report To City Council Utilities Committee <br />Pilot Street Cleaning Program Report <br />April 22, 2009 <br /> <br />.. <br /> <br />o Distributed individualized 2009 Street Cleaning Calendar postcards to all <br />addresses on Marshall Street and Douglas Ave <br /> <br />o Visited with businesses and apartment property managers on Marshall Street. <br />Selected retail businesses along Middlefield Road nearest to Douglas Ave <br />were provided with the street cleaning calendar for Douglas Ave and asked to <br />let their customers know about the ticketing and enforcement. <br /> <br />o Updated City's website Address Lookup tool at <br />htto:/lwww.redwoodcitv. ora/pubUcworks/streets/streetcleanina .aspx provide <br />residents an online date look up option. <br /> <br />o Prepared a survey tool, setup online and via the US Mail, for residents and <br />business (mail version in Spanish) - Attached as Exhibit 1 <br /> <br />. Consider Dlacement of trash receDtacles alono Marshall Street <br /> <br />Finding: Direct communication with several businesses yielded useful information and <br />made some businesses aware of the litter control problems along their private frontage. <br />The Right of Way Maintenance Division of Public Works Services assessed the usefulness <br />of trash receptacle placement along Marshall Street and providing the following <br />explanation: <br /> <br />"Trash cans placed on sidewalks or in the public rights of way for pedestrian use where <br />there is minimal foot traffic and low visibility, such as along Marshall Street can lead to <br />illegal dumping and inappropriate use if cans were placed there. We experienced quite <br />a bit of illegal dumping in the cans placed along Redwood Shores Parkway, and there <br />are fewer nearby residents there than on Marshall Street." <br /> <br />Footnote: Over the past 3-month period the amount of litter along the Marshall Street <br />has lessened. A partial explanation may be that the Asound.net has agreed to hire a <br />landscape firm to maintain the grounds and remove litter accumulating on their property <br />outside the fence, <br /> <br />· Effectiveness of Ticketina <br />Over the six-month period, ticketing has deterred parking mostly on Marshall Street (east) <br />and on Douglas Ave. The west side of Marshall Street is still a magnet for leaving disabled <br />or abandoned vehicles. The continued use of parking enforcement will help discourage <br />this practice. <br /> <br />Page 2 <br />
