<br />8A <br />Page 4 <br /> <br />Attachment 1 - Summary Report To City Council Utilities Committee <br />Pilot Street Cleaning Program Report <br />April 22, 2009 <br /> <br />. <br /> <br />POST -SIGN PARKING AND ENFORCEMENT ON MARSHALL ST & DOUGLAS AVE <br /> <br />PURPOSE <br />· Six-month review of the effectiveness of sign-posted parking restrictions and ticketing <br />along portions of Marshall Street and Douglas Ave in support of improved street <br />cleaning from August 2008 through October 2009, excluding November & December <br />2008, the holiday months with no scheduled street cleaning service. <br /> <br />OBJECTIVE <br />. Improve access for street cleaning on the targeted streets <br />· Enforcement to ensure access to curb and gutter for street cleaning <br /> <br />TARGET AREAS <br />· Within City jurisdiction - Douglas Ave (city side only) from Spring Street to Middlefield <br />Road between the hours of 7:00 a.m. and 12:00 noon on the last Friday of each month, <br />holidays excepted <br /> <br />· On Marshall Street from Chestnut Street to Maple Street between the hours of 7:00 <br />a.m. and 12:00 noon on the last Thursday and Friday of each month, holidays excepted <br /> <br />BACKGROUND <br />. June 9, 2008, City Council authorized the Street Cleaning Pilot Program and directed <br />staff to report findings to the Council Utilities Committee <br /> <br />· August 28, 2008, start of Pilot Street Cleaning Program <br /> <br />· November 5, 2008, 3-Month Progress Report to Council Utilities Committee <br /> <br />· December 8, 2008, presentation of 3-month progress to City Council with direction to <br />investigate options for additional outreach to residents I Businesses, as well as <br />improving litter control along Marshall Street <br /> <br />· April 22, 2009, review 6 months of pilot program operations with the Council Utilities <br />Committee <br /> <br />COUNCIL REQUEST FOR FURTHER INVESTIGATION <br /> <br />· Consider use of CodeRED to notify residents <br /> <br />Finding: A review of the administrative policy on uses of the CodeRED Emergency <br />Notification system indicates the pilot street cleaning program does not meet the criteria of <br />an emergency. <br /> <br />· Consider advance smail notification to residents <br /> <br />Finding: Staff is investigating the interest of resident and business participation in advance <br />emaH notification through a survey tool that will be available online as well as being sent by <br />US mail to residents and businesses.
