<br />8A <br />Page 8 <br /> <br />Attachment 1 - Summary Report To City Council Utilities Committee <br />Pilot Street Cleaning Program Report <br />April 22, 2009 <br /> <br />. <br /> <br />. <br /> <br />STAFF RECOMMENDATIONS <br />Staff recommends continuing the street cleaning pilot program along Marshall Street and <br />Douglas Ave. Both streets benefit from improved cleanliness and appearance. <br />Consequences of discontinuing the program will return both streets to prior poor <br />conditions. The following impacts and benefits result. <br /> <br />Douglas Ave <br />1. Without the parking restrictions, Douglas cannot be cleaned. When cars are parked <br />on both sides of Douglas Ave, the street is impassable for the street cleaning <br />eq uipment <br /> <br />2. Residents have demonstrated a willingness to work with the City to aid the street <br />cleaning effort. Service from the City now matches the level of service provided by <br />the County to residents on the other side of street <br /> <br />Marshall Street <br />1. Parking restrictions along Marshall Street can help deter leaving disabled or <br />abandoned vehicles on the street (a complaintfrom residents and businesses in the <br />area). <br /> <br />2. A cleaner street helps the City and the apartment complexes maintain a clean, <br />pleasing frontage to their properties. <br /> <br />The following considerations should be a part of further discussions to modify or expand <br />the Pilot Program to other streets or street segments: <br /> <br />. Coordination with PD I CSO officers and sweeper operator continues to be critically <br />important to success the street cleaning effort <br /> <br />. Review of personnel I staffing demands for PD and PWS given potential budget <br />reductions. From the operations perspective more streets may require additional eso <br />support and may require another Sweeper Operator and sweeper equipment, in order <br />to continue the regular Neighborhood Street Cleaning Program in addition to Pilot <br />Program. One equipment operator completes all street cleaning for the entire City. <br /> <br />. Consider potential impacts on adjacent or surrounding streets, if "selected" streets are <br />sign-posted for street cleaning, particularly in high-density areas. <br /> <br />Page 5 <br />
