'.' <br />. ...... ...... ..' <br /> <br /> <br />June 1, 2009 <br /> <br />SUBJECT <br />American Recovery and Reinvestment Act 2009 - Energy Efficiency and Conservation <br />Block Grant <br /> <br />ReCOMMENDATION <br />By motion, authorize submission of American Recovery and Reinvestment Act 2009 <br />Block Grant proposal to the Department of Energy <br /> <br />BACKGROUND <br />Under the American Recovery and Reinvestment Act 2009, Redwood City is eligible for <br />an Energy Efficiency and Conservation Block Grant (EECBG) of $736,300. These <br />funds were allocated based on a formula that primarily took into account a city's <br />population and the number of commuters into that city. The application or proposal for <br />the grant funds is due on June 25, 2009, and the funds must be obligated/committed <br />within 18 months of the award date. <br /> <br />The purpose of the EECBG Program is to assist eligible entities in creating and <br />implementing strategies to: <br /> <br />. reduce fossil fuel emissions in a manner that is environmentally sustainable and, <br />to the maximum extent practicable, maximizes benefits for local and regional <br />communities; <br />. reduce the total energy use of the eligible entities; and <br />. improve energy efficiency in the building sector, the transportation sector, and <br />other appropriate sectors <br /> <br />Each entity is required to use the funds in a cost-effective manner that is of maximum <br />benefit to the population of that entity and in a manner that will yield continuous benefits <br />over time in terms of energy and emission reductions. Within these requirements, local <br />entities are encouraged to implement proposals that encourage new and innovative <br />approaches to reducing energy use and stimulating job creation. <br /> <br />Under these guidelines, Redwood City's Energy Efficiency and Conservation Block <br />Grant strategy has been designed to meet the community's greenhouse gas emission <br />reduction goals and stimulate job growth through efforts that make energy efficiency <br />and water conservation standard practice in new and existing buildings in the <br />community. To achieve dual goals of emission reductions and job creation, Redwood <br />City will implement an aggressive community energy education program that <br />demonstrates the City's commitment to energy efficiency, incorporates free home <br />energy audits, provides financing mechanisms for building retrofits and employs youth <br />in the community. <br />
