June 1, 2009 SUBJECT American Recovery and Reinvestment Act 2009 - Energy Efficiency and Conservation Block Grant ReCOMMENDATION By motion, authorize submission of American Recovery and Reinvestment Act 2009 Block Grant proposal to the Department of Energy BACKGROUND Under the American Recovery and Reinvestment Act 2009, Redwood City is eligible for an Energy Efficiency and Conservation Block Grant (EECBG) of $736,300. These funds were allocated based on a formula that primarily took into account a city's population and the number of commuters into that city. The application or proposal for the grant funds is due on June 25, 2009, and the funds must be obligated/committed within 18 months of the award date. The purpose of the EECBG Program is to assist eligible entities in creating and implementing strategies to: . reduce fossil fuel emissions in a manner that is environmentally sustainable and, to the maximum extent practicable, maximizes benefits for local and regional communities; . reduce the total energy use of the eligible entities; and . improve energy efficiency in the building sector, the transportation sector, and other appropriate sectors Each entity is required to use the funds in a cost-effective manner that is of maximum benefit to the population of that entity and in a manner that will yield continuous benefits over time in terms of energy and emission reductions. Within these requirements, local entities are encouraged to implement proposals that encourage new and innovative approaches to reducing energy use and stimulating job creation. Under these guidelines, Redwood City's Energy Efficiency and Conservation Block Grant strategy has been designed to meet the community's greenhouse gas emission reduction goals and stimulate job growth through efforts that make energy efficiency and water conservation standard practice in new and existing buildings in the community. To achieve dual goals of emission reductions and job creation, Redwood City will implement an aggressive community energy education program that demonstrates the City's commitment to energy efficiency, incorporates free home energy audits, provides financing mechanisms for building retrofits and employs youth in the community.
