<br />The proposed strategies were designed to create and expand upon the City's <br />comprehensive and programmatic approach to energy reduction within the community. <br />This strategic approach builds on the three core areas of the City's existing <br />Environmental Initiatives: Leading by Example; Community Action, and YO-It's <br />Outdoors! <br /> <br />88 <br />Page 2 <br /> <br />Specific goals include: <br />I. Promote energy efficiency in the community by using city facilities as role <br />models <br />II. Improve energy efficiency in the residential built environment and stimulate <br />household demand for energy retrofits and upgrades <br />III. Engage Redwood City youth in community energy education efforts and <br />prepare youth for emerging jobs in the energy services and water <br />conservation sectors <br /> <br />The proposal was created by the City's internal "Cool City Team". Community input was <br />gathered at the Climate Action Advisory Team meeting held on April 29, 2009. In <br />addition, and in accordance with the application guidelines, staff met with <br />representatives from the County and neighboring jurisdictions to better understand their <br />plans and to identify opportunities for regional participation. Particular attention was paid <br />to building on existing and effective community based efforts such as the Green@Home <br />program and to putting systems in place that would yield measurable benefits beyond <br />the three year performance period. <br /> <br />AL TERNA TIVES <br />Council may elect to not submit the proposal for the $736,300 grant from the Energy <br />Efficiency and Conservation Slock Grant of the American Recovery and Reinvestment <br />Act of 2009. <br /> <br />FISCAL IMPACT <br />The Energy Efficiency and Conservation Slack Grant funds of $736,300 leverage <br />private and public dollars by expanding upon the investment of the Packard, San <br />Francisco and Silicon Valley Community Foundations in the City's Environmental <br />Initiatives program. As stated in the proposal, staff is recommending that $150,000 of <br />Capital Improvement Program (CIP) be set aside as a match to the Slack Grant funding <br />to create the Municipal Energy Fund. The Municipal Energy Fund would be used for <br />energy and financial saving projects for City facilities. Staff will go back to Council as <br />projects are recommended by the Cool City Team, and will ask for an appropriation of <br />CIP funds for the project(s) at that time. <br />
