Page 1 <br /> <br /> <br />June 1, 2009 <br /> <br />SUBJECT <br />Purchase of Two Utility Trucks <br /> <br />RECOMMENDATION <br />Approve by Motion the purchase of two Utility Trucks from San Francisco Ford of San <br />Francisco, CA in the amount of $111,672.54. <br /> <br />BACKGROUND <br />The Public Works Services Department, Equipment Services Section manages the <br />"Equipment Replacement Program" for the City's Fleet. The core purpose of this <br />program is to replace worn, outdated equipment when the economy dictates. The <br />Equipment Services Section in conjunction with the Wastewater Management Services <br />Division and the Right-of-Way Maintenance Division developed vehicle specifications <br />for the scheduled replacement of two utility trucks currently in the service. These trucks <br />have met and/or exceeded their useful life cycl e and need to be replaced. Additionally, <br />the new replacement trucks will have better fuel economy and less greenhouse gas <br />emissions as mandated by the State of California Assembly Bill No. 32. <br /> <br />The City Clerk advertised the bid invitation with copies of the bid being mailed to three <br />local dealerships. The one bid received was opened by the City Clerk on Wednesday, <br />April 29, 2009, which is summarized as follows: <br /> <br />Bidder Bid Amount <br />San Francisco Ford $111,672.54 <br />Serramonte Ford Disqualify <br />Sunnyvale Ford No bid <br />Recommended Bidder: San Francisco Ford of San Francisco, CA <br />Substantiation: Staff from Equipment Services Section contacted several government agencies who <br />have purchased vehicles from San Francisco Ford and found that they have been a very responsible <br />bidder. <br />Serramonte Ford sent their bid package via express mail directly to the Public Works Services <br />Department, Instead of the Clerk's Office as directed in the bid instructions. Furthermore. the bid <br />package arrived on April 30th, one day after the bid was officially closed. Therefore. the bid from <br />Serramonte Ford was disqualified. Staff also contacted to Sunnyvale Ford and they elected not to bid <br />for these vehicles. <br /> <br />AL TERNA TIVES <br />The two replacement vehicles have met and exceeded their usefullifecycle and it would <br />not be economically viable to invest in the continued use and repair of these vehicles if <br />they were to experience a major breakdown due to their age and condition. The <br />alternative of not approving the purchase of these trucks would impact the operational <br />requirement of the Wastewater Management Services Division and the Right-of-Way <br />Maintenance Division since these vehicles are used daily for field assignments. <br />
