Inc., <br />for the Ralston AvenuelMarine Parkway/Route 101 Interchange Project. <br /> <br />RECOMMENDATION <br />1. Approve, by motion, Amendment NO.4 to the Design Consulting and Construction <br />Services Agreement with Mark Thomas & Company, Inc. in an amount not to exceed <br />$25,300.00 for the Ralston Avenue/Marine Parkway/Route 101 Interchange Project. <br />2. Approve, by motion, Amendment NO.2 to the Landscape Design Agreement with <br />Mark Thomas & Company, Inc. in an amount not to exceed $33,900.00 for the <br />Ralston Avenue/Marine Parkway/Route 101 Interchange Project. <br /> <br />BACKGROUND <br />The Ralston AvenuelMarine Parkway/Route 101 Interchange Project reconfigured the <br />ramps and roadways at this location. The preliminary environmental reviews began in <br />1998 and project completion was achieved in 2008. The project involved as many as <br />three municipalities at various times and Caltrans. Mark Thomas & Company, Inc. <br />(MTCo) is the Engineer of Record for the Ralston Avenue/Marine Parkway/Route 101 <br />Interchange Project and has provided the design and construction coordination for this <br />project to date. <br /> <br />The City has two separate agreements with MTCo reflecting an earlier bifurcation of the <br />work of this project. The agreement dated July 3D, 2003 provides for design consulting <br />and construction services. A separate agreement, dated November 1, 2005 provides <br />for landscape design. Landscaping was originally intended as a component of the <br />scope of work for the construction of the interchange. However, Caltrans required the <br />retention of the performing contactors' bond for at least three years to ensure the <br />maintenance of the landscaping.
