Artic~age 22 <br />30.2.1.E.1 allows for an exception for a multiple family development, any portion of <br />which is located within one thousand (1,000) feet of the right of way of Woodside Road. <br />The property is located approximately 650 lineal feet from Woodside Road. Refer to the <br />Traffic Impact Analysis (TIA) for additional information about traffic and parking. <br /> <br />Public Notification: <br />Approximately 480 public hearing notices have been sent to property owners and <br />tenants within a 300 foot radius. The public hearing notice has been published in the <br />Redwood City Daily newspaper 20 days prior to the public hearing. Additionally, the <br />public hearing notice has been posted on the City Hall bulletin board. The applicant <br />held an "open house" at the project site on March 25, 2009 to present the draft plans to <br />residents in the immediate vicinity. Lastly, staff held an "open house" on April 16, 2009, <br />at City Hall to facilitate the review of the project plans and documents and ask questions <br />or provide comments with regard to this project. There were approximately 20 <br />attendees at the open house. Comments from that gathering are attached for your <br />review. <br /> <br />Future Steps: <br />Upon the Planning Commission's adoption of the IS/MND and approval of the Tentative <br />Map and Planned Development Permit, the applicant would need to file a Final Map. <br /> <br />ReCOMMENDATION AND FINDINGS <br />That the Planning Commission adopt the IS/MND based on the following findings: <br /> <br />1. The Initial Study/Mitigated Negative Declaration has been completed in compliance <br />with CEQA; <br /> <br />2. That the Planning Commission has considered the Initial Study/Mitigated Negative <br />Declaration, along with comments received during the public review process, and <br />has determined that, based on the whole record before it, there is no substantial <br />evidence that the project will have a significant effect on the environment; and <br /> <br />3. That the Mitigated Negative Declaration reflects the City's independent judgment <br />and analysis. <br /> <br />According to Article 46 (Planned Development Permits) of the Zoning Ordinance, the <br />purpose of the PD permit is to: <br /> <br />· Provide a vehicle for planned development within the existing zoning districts of <br />the City; <br />· Encourage flexibifity of design and devefopment of fand in such a manner as to <br />promote its most appropriate use; <br />· Encourage the development of innovative projects which incorporate the highest <br />quality architectural solutions, building materials, and landscaping concepts; <br />· Promote the most functional and aesthetic relationships between building <br />structures, signs, open space, and parking areas in residential, commercial, and <br />industrial zoning districts; and <br />· Encourage the development of quality open space and recreational opportunities <br />within projects. <br />
