C. Economic Impact Analysis

KMA will estimate the direct and indirect/induced economic impacts of: 1) the proposed
Stanford project; 2) the existing R&D development; 3) the property's use in 2000/2001 ;and 4)
the hypothetical"opportunity cost" projects. Direct economic impacts include: economic output
(gross receipts), employment, and payroll of the on-site businesses. Indirect/induced economic
impacts are the impacts that the on~slte businesses have on other business in Redwood City
through the expenditures of on-site businesses on materials and services as well as the
expenditures of on-site employees on goods and services at other Redwood City businesses.

Task 1: Estimate Direct Economic Impacts

Direct impacts will be measured based on information provided by the existing R&D businesses
as well as information from Stanford.

Task 2: Estimate Indirect and Induced Impacts on Other Redwood City Businesses

Indirect and induced impacts will be measured using the IMPLAN multipliers that are prepared
by the Minnesota IMPLAN Group and are available to measure indirect/induced impacts
generated by specific businesses types at the city level. Using the IMPLAN multipliers, KMA will
estimate the impacts of the existing businesses, the proposed Stanford Project, and the
"opportunity cosf' projects.

Consistent with the RFP, KMA will estimate the impact that the scenarios have on the number of
Redwood City jobs, other business output, other business payroll and the linkages to target land
uses, such as R&D development.

D. Chlldcare Needs Analysis

1. Child Care Demand Analysis for Stanford University Employees

KMA will prepare an analysis that quantifies the increase in demand for child care spaces
generated by the employees of the Project. The analysis links the number of employees
associated with the Project, to the number of children in the new employee households, to the
number of children needing child care, distributed by how child care needs are met.

KMA's traditional methodology isolates employee households demanding child care located at
(or near) the place of work from those demanding child care near place of residence. However,
if the City desires, the analysis could be adjusted to estimate new Stanford employee
households demanding child care spaces located elsewhere in Redwood City as well. The
analysis concludes with the level of demand for child care spaces at or near the Project (or
within Redwood City, If desired), generated by the new employees.

Keyser Marston Associates, Inc.
\\Sf-fs1\wp\99\99900\900b.851 to 900\900b-865 Rev 3.10.09.doc

Page 5
January 2009
