<br />KMA is able to perform the analysis with data from the federal government regarding the <br />distribution of jobs by occupation, linked to recent San Mateo County compensation levels and <br />income definitions. Alternatively, KMA could use project-specific data provided by the applicant. <br />In the case of San Carlos, th,e applicant provided employment configuration and compensation <br />data from other similar medical centers in the Sutter Health system, of which it is a part. In the <br />case of Palo Alto, Stanford supplied data and KMA worked over a period of many months to <br />fully understand the data by meeting and communicating with the Stanford team, and ultimately <br />adapted the KMA model to use the Stanford data sets. In addition, KMA performed a range of <br />due diligence tasks to confirm or not the information provided by Stanford. KMA would have a <br />considerable head start were it to work with Stanford again on the use of the data, and likewise <br />Stanford now understands the KMA concerns and needs for data. <br /> <br />Because the proposed project will result in the demolition of existing structures and <br />employment, KMA will also perform an analysis of the existing jobs on the property in order to <br />ascertain net new jobs attributable to the project, by affordability level. The end product of the <br />KMA analysis is the total number of net new employee households, or housing units, that are <br />attributable to the development of the proposed project, by affordability level, irrespective of <br />geography and commuting. <br /> <br />2. Analysis of Commuting and Jobs Housing Balance <br /> <br />As Indicated above, the Housing Needs Analysis determines the total impact irrespective of <br />where workers will live. The tasks in this analysis develop information to help understand <br />existing commute relationships and trends, and approaches to identifying Redwood City's share <br />of the total housing needs. An analysis of jobs housing balance and how Redwood City <br />compares to other jurisdictions is another approach to the same greater question of balancing <br />new jobs with new housing units. KMA will evaluate the impact of job turnover on commuting <br />and jobs/housing balance. KMA will analyze the existing commute relationships of jobs in <br />Redwood City and where job holders live (or commute from as a place of residence.) Stanford <br />may wish to provide information on where its workers in Redwood City at this time currently live. <br />Finally, any updates by transportation agencies or other sources will be consulted and trends <br />identified to provide scenarios of where new worker households will live, assuming various <br />policy options or changed conditions (such as the higher cost of commuting long distances <br />which might endure into the future). <br /> <br />KMA will present and analyze comparisons of other jurisdictions in commute relationships and <br />also jobs housing relationships.
