Ms. Maureen Riordan
City of Redwood City

April 20, 2010
Page 2

5. Evaluate the merits and limitations of the two Census sources regarding the
percentage of Redwood City's employment base that also reside in Redwood City.

6. Use the IMPLAN model to estimate local expenditure impacts to be generated by the
Stanford Project and each opportunity cost scenario.

7. Revise the fiscal, affordable housing, and childcare impact analyses to reflect the
findings of the evaluation of items 1 through 6 as well as: a) a "to be selected"
estimate of the employee count for Stanford; and b) only a partial demolition of the
existing park to make way for Phase 1.

8. Prepare revised draft fiscal, child care, and affordable housing impact reports. The
fiscal report is also to include a qualitative discussion of construction impacts and the
factors impacting the probability of the opportunity cost scenarios.

In addition to these new requests, over the course of the assignment we have
undertaken other tasks that have been requested, but outside of our original scope. The
most costly of these requests consist of: 1) evaluating Phase 1 impacts in addition to
total build-out impacts; 2) evaluating a partial demolition scenario; 3) preparing an
additional draft report and response to staff questions; and 4) evaluating three
opportunity cost scenarios. while the contract refers to two scenarios.

Proposed Additional Budget

As detailed in the attached spreadsheet, we are requesting approximately $57,600 of
additional budget authorization to undertake the additional services, attend five
additional meetings, and prepare a third draft of the reports and three final reports. The
preparation of any additional analysis or attendance at additional meetings beyond what
is specified in the attached spreadsheet will be billed on a time and materials basis, in
accordance with the attached fee schedule.

We look forward to working with you to complete these evaluations and discussing any
questions or comments that you may have about this request.

Sincerely,

KEYSER MARSTON ASSOCIATES, INC.
,........;-'\

4:IA" /' ') ;
/ /) -:' -1..-1 _'/
.._J_-._.
