<br />2009-2010 Tree Preservation and Sidewalk Repair Program

<br />RECOMMENDATION
<br />Approve by motion the contract documents, accept the bid, and award the contract for
<br />the 2009-2010 Tree Preservation and Sidewalk Repair Program to SpenCon
<br />Construction Inc., of Foster City, CA, for the amount of $712,920.00 and authorize the
<br />City Manager to increase the contract amount, if necessary, up to 10% of the amount
<br />awarded, and reject all other bids.
<br />
<br />BACKGROUND
<br />On May 1, 2009, staff advertised the subject contract and notified previous bidders the
<br />contract documents and specifications were available for their review and purchase.
<br />The proposed contract has been duly advertised and six sealed bids were received and
<br />opened in City Hall on May 27,2009.

<br />The project focuses on making long term repairs to damaged sidewalk, sidewalk
<br />through driveway, driveway approaches, curb and gutter at all locations meeting a one-
<br />inch defect or greater, and constructs wheel chair ramps at all corners in the project
<br />area. The work will be performed in front of the remaining approximately 300 parcels in
<br />Area A2 on Alameda de las Pulgas. Fernside, Foothill, McGarvey, Westwood,
<br />Crompton, Hastings and Chesterton. If all sites are repaired in this area, the project will
<br />begin work in Area B1 North, north of Edgewood Road and west of Alameda de las
<br />Pulgas. Area B1 South, west of Alameda, south of the San Carlos border, will follow.
<br />
<br />Staff maximizes preservation of retainable trees by the installation of poured-in-place
<br />rubber surfacing which is done in order to avoid root cutting. The Urban Forestry
<br />Specialist will inspect every tree site where there is conflict between the sidewalk and
<br />tree roots to make a decision, in conjunction with the project inspector, about how to
