<br />6.2C <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />June 15, 2009 <br /> <br />Subject <br />Reaffirmation of membership in San Mateo County Pre-Hospital Emergency Medical <br />Services Group and authorization to continue participation in the County of San Mateo's <br />Automatic Aid Agreement for Fire Response. <br /> <br />Recommendation <br />By Resolution: <br />1) Reaffirm membership in the San Mateo County Pre-Hospital Emergency Medical <br />Services Group, a Joint Powers Authority. <br />2) Authorize the continuance of the Automatic Aid Agreement for Fire Responses. <br /> <br />Background <br />Prior to the establishment of the Joint Powers Authority (JPA), each of the cities and fire <br />districts in San Mateo County either provided or wished to provide pre-hospital advanced <br />life support paramedic services. After careful study, the decision was made to enter into a <br />joint powers agreement ("Agreement") establishing a joint powers agency called the San <br />Mateo Pre-Hospital Emergency Services Providers Group. A JPA is a governmental entity <br />which operates pursuant to a joint powers agreement: the JPA may only exercise those <br />powers identified in the joint powers agreement and only in accordance with the terms of <br />the joint powers agreement. <br /> <br />The original Joint Powers Agreement established in 1997 created a board of elected <br />officials representing each of the cities and fire districts in San Mateo County. This policy- <br />making board is responsible for entering into a contract with the County of San Mateo, <br />approving the annual budget for the fire agencies that provide paramedic first responder <br />medical services, and adopting a distribution formula for revenue that is received from the <br />private ambulance provider in exchange for paramedic first responder services. An <br />executive committee of city managers and fire chiefs was created to administer the JPA. <br />Council Member Jim Hartnett currently serves on the Board of Directors of the JPA. <br /> <br />During the life of the Agreement there have been three amendments. The Agreement <br />required extensive review and modification to bring it current and in anticipation of <br />operating under different contractual arrangements set to begin on July 1, 2009. Section <br />XVB of the Agreement requires a 2/3 affirmative vote of the governing bodies of all of the <br />member agencies to amend the JPA Agreement. This means that the JPA Agreement is <br />not amended unless and until 2/3 of the city councils and district boards of directors <br />approve the amendments. <br />
