<br />6.2C <br />Page 2 <br /> <br />These amendments include adding County Fire as a member of the JPA; changing the <br />name and the composition of the Executive Committee; requiring the JPA to indemnify the <br />member agencies; changing the "maintenance of membership" provisions and the penalty <br />for failing to maintain membership; and providing the JPA with the ability to contract directly <br />with the County for paramedic first responder services delivery. The revised JPA <br />Agreement was presented to the JPA Board of Directors and was adopted in Resolution <br />No. 09-02, adopting the amendments to the Joint Powers Agreement establishing the San <br />Mateo County Pre-Hospital Emergency Medical Services Group. The resolution was <br />approved during the JPA Board of Directors meeting on February 9, 2009. The <br />amendments adopted by JPA Resolution 09-02 will take effect when 2/3 of the governing <br />bodies of the member agencies approve the amendments. <br /> <br />Additionally, as part of the JPA, a Countywide Automatic Aid Agreement was required and <br />approved by all members of the JPA. In January 1999, the City Council adopted Automatic <br />Aid Agreement by resolution. This agreement identifies the "Apparatus Deployment Plan" <br />as the key component to managing fire station coverage, borderless responses, boundary <br />drops, and the dispatch of the closest resource to a call for service regardless of <br />jurisdiction. The Automatic Aid Agreement will expire on June 30, 2009, and must be <br />renewed and continued in order for the Redwood City Fire Department to participate in the <br />JPA. Fire Department Staff, with the support of Council Member Hartnett, recommends <br />that Council approve these resolutions and continue both membership in the JPA and <br />participation in the Automatic Aid Agreement. <br /> <br />Alternatives <br />Council can decide not to reaffirm participation in the JPA and the Auto Aid Agreement. <br />This decision would leave the Fire Department unsupported in the paramedic program and <br />would inhibit the Department's ability to provide advanced life support (AlS) services to the <br />community. The Fire Department would not receive reimbursement for paramedic services <br />and would not automatically receive reciprocal emergency response assistance from <br />neighboring jurisdictions. <br /> <br />Fiscal Impact <br />The Fire Department's recommended Fiscal Year (FY) 2009-10 operating budget (pending <br />City Council consideration and adoption) includes: <br /> <br />. The JPA has allocated $238,750 to the Redwood City Fire Department for participation <br />in the Agreement in FY 2009-10. <br />. Out of this amount, a total of $137,199 will be deducted as payment for emergency <br />dispatch services received from San Mateo County. <br />. The remaining revenue of $1 01 ,551 is sent to the Fire Department in monthly payments <br />of $8,463. This revenue is reimbursement for providing AlS paramedic services to the <br />community, and is equivalent to the amount received from the JPA in FY 2008-09. <br /> <br />Should the City Council not approve the resolutions, and/or modify the Fire Department <br />budget, there could be fiscal impacts to the city's general fund resulting from the loss of <br />revenue from participation in the JPA. <br />
