To the best of our ability, RBG will provide the Corps with the information necessary to make a <br />jurisdictional determination in accordance with the Rapanos guidance and within the estimated cost. <br /> <br />Phase 2. Corps Permit Authorization Process <br /> <br />Task 1. Prepare Corps Permit Application. HBG will prepare and subn1it a pre discharge <br />notification for a Nationwide Permit (s) to the Corps for placement of any fill in waters of the <br />United States, including wetlands. The notification will include the standard permit application <br />form, project description, technical documentation of the wetland delineation, an evaluation of <br />how the project complies with the conditions of the Nationwide Permit Authorization. Upon <br />client approval, HBG will provide the permit and required documentation to the Corps for <br />review and approval. This proposal assumes that 110 hours of time plus expenses are necessary <br />for this Task. This proposal also assumes that the client will contract for and provided detailed <br />engineer level design documents and plans, as needed. <br /> <br />Task 2. Prepare Endangered Species Consultation Documentation. HBG will prepare <br />docunlents necessary to initiate a consultation with the USFWS and NMFS pursuant to Section 7 <br />of the Endangered Species Act and related to potential impacts to federally-listed species that <br />could result from the project. These documents are to include a draft Corps letter requesting the <br />Section 7 consultation, a Biological Resources Assessment report. This proposal assumes that <br />110 hours of tinle plus expenses are necessary for this Task. <br /> <br />Task 3. Prepare Essential Fish Habitat Consultation Documentation. HBG will prepare <br />documents necessary to initiate an EFH consultation with the NMFS. These documents are to <br />include a draft Corps letter requesting the EFH consultation, an Essential Fish Habitat <br />Assessment report. This proposal assumes that 25 hours of time plus expenses are necessary for <br />this Task. <br /> <br />Phase 3. RWaCS Water Quality Certification Process <br /> <br />Task 1. Prepare RWQCB Application for State 401 Water Quality Certification. HBG will <br />prepare the authorization request for State 40 1 Water Quality Certification following current <br />RWQCB guidelines for submission. Included with the application submittal will be copies of the <br />environmental assessment, conceptual wetland n1itigation plan and alternatives discussion. HBG <br />will also submit with the application package a Stormwater Pollution Prevention Plan (SWPPP) <br />and Post-construction Stormwater Management Plan (SWMP) in order to expedite the approval <br />process. This proposal assumes that 80 hours of tinle plus expenses are necessary for this Task. <br />HBG assumes the SWPPP and SWMP will be prepared by the Applicant. <br /> <br />Phase 4. BCDC Development Permit Authorization Process <br /> <br />Task 1. Prepare BCDC Application for a San Francisco Bay Development Permit. HBG <br />will prepare the authorization request following current Bcnc guidelines for submission. <br />Included with the application submittal will be copies of the environmental assessment, <br />conceptual wetland mitigation plan.
