6.1 E <br /> Page 1 <br /> June 22, 2009 <br /> SUBJECT <br /> Amendment No. 1 to Professional Services Agreement with 7JKM Transportation <br /> Consultants for a citywide traffc model. <br /> RECQMMENDATI4N <br /> Approve, by motion, Amendment No. 1 in an amount not to exceed $91,250.0� to the <br /> Agreement with TJKM Transportation Consultan#s, da#ed Aprii 34, 2008 to provide city <br /> wide traffc modeling services. <br /> BACKGROUND <br /> On April 14, 2008, City Council approved an agreement with TJKM for $142,'[95.00 to <br /> provide citywide tra�c modeling services necessary to the development of a new <br /> General Plan. TJKM is a loca! transportation cansulting firm capable and exper.ienced in <br /> developing citywide traffic models. TJKM is also capable of delivering a product that is <br /> consistenf w�th City/County Association of Governments' �egional land use and network <br /> assumptions and compatible with #he city's GIS files and software. <br /> TJKM forecasts changes in tra�c volume and roadway usage patterns tha� result from <br /> proposed changes in land use scenarios by "modeling" those scenarios #or staff. Staff <br /> requests that TJKM's original scope of work be expanded #o include mode�ing for <br /> sfireetcar and ferry terminal alternatives. The expense of modeling these firansi# <br /> improvement scenarios is increased by TJKM's need to revise the City's land use data <br /> � � and the requirement, after peer review, to refne the performance of the model beyond <br /> industry standards. The agreement amendmen# also pro�ides for as many as three <br /> additionaf models vf large development projec�s and related suppo�t services. <br /> ALTERNATIVES <br /> Council may choose not to approve #his agreement amendment and instruc�r staff to <br /> modify scope of work, or seek o#her qualified service providers. <br /> FISCAL IMPACT <br /> Funds ha�e been previously appropriated and appear in the FY 2408/09 budge# as <br /> Capi#a! lmpro�ement Program, �Traffic Modeling) Citywide General Plan EIR with an <br /> available balance of$98,652.78 as of Apri[ 3�, 2009. <br /> ��'j��c�,,,�.,r- <br /> S.
