Retroits will occur as each propetty owner agrees to conert to recyc(ed water
for landscape irrigation and industrial uses.
Status: Retrofrt Bid Package 1 is 100% completed. Retrofr Bid Package 2 is 97%
completed.
The proposed customer site retrofit project, Retrofit Bid Package 3 (project area map
attached) is the third retroft project designed to expand the delivery of recycled water to
new commercial irrigation and City raadway landscape customers in Redwood Shores.
The project consists of converting 20 existing irrigation systems at4 sies currently suppiied
with potable water to proide for the use of recycied water. The construction is expected to
be completed within 120 days from the Notice to Proceed.
The 6 bids received at the bid opening on May 14, 2049, are summarized in the table
below.
Bidder Bid Amount
Valle Crest Landsca Maintenance tn - San Jose $211,483.0
Case Construction In. - Redwood Cit 2fi8,384.00
Ashlin Pacific Construc#ion In - Petaiuma 298,00.00
Con-Quest Contractors Inc -San Francisco 312 4a0.00
Trinet Construction Inc. -San Francisco 313,5a.0
Lone Star Landsca e Inc. -San Martin 319,000.00
E :..:'s#e 85;O:flO
Recommended Bidder: ValleyCrest Landscape Maintenance, Inc. of San Jose.
Subs#antiatior: ValleyCres#andscape Maintenance, lnc. of San Jose
is the lowest res nsive and res onsible bidder.
The low bid of$211,483.00 from ValleyCrest Landscape Maintenance, Inc. is 45% lower
than the engineer's estmate of$385,Q00.0for the cos#of construc#ion. The significantly
lower bid amount is explained by the #act that Va1leyCrest Landscape Maintenance lnc.
currently provides landscape maintenance services for the majority of irriga#ion systems
that will be converted#o recycled water as part of this project. As well, the current bidding
environment is very competitive. Las#ly, the engineer's estimate assumed a higher rate
when caiculating contractor's oVerhead, proft, and contingency, however Val(eyCrest is
particularly adantaged by their existing business presence and knowledge of the sites.
Based upon these reasons and the bids received, staff beliees that the low bid of
$211,483.0 is reasonable and responsive, and recommends awarding the contract to
ValleyCrest Landscape Maintenance, lnc. ofi San Jose, CA.
ALTERNATIVES
Counci may choose not to award the contract for the Redwood City Recycled Water
ProjectPhase I—Redwood Shores Customer Site Retrofts—Bd Package 3 Project,and
direct s#aff ta redesign and/or resolicit bids for this proect.
FISCAL 1MPACT
Funds for the proposed construction contract are available from the VIlater Reenue Bond
proceeds.
