If we are not successful, the loan will be <br /> referred to our collection service. <br /> FY 20081091N4RK PROGRAM AND ACC�MPLfSHMENTS <br /> As previvusly s�ated, the Agency multi-year work program to eliminate blight in <br /> the Redevelopment Project Area is contained in the Agency's Five-Year <br /> Implementation Plan, the Coun�il's newly adopted strategic plan, #he Downtown <br /> Precise Pfan �DPP}, the guiding principles adopted as part of the new General <br /> Plan Upda�e process and the FY 2008109 budget �eport. In spite of the lawsuit <br /> and the judge's ruling which requires reconsideration of the DPP and new <br /> environmental documents (EIR}, the principles and recommended <br /> implementation actions contained in Books I and III are consistent with the <br /> Redevelopment Plan and reflect a multi-year work program the Agency <br /> implements as appropriate and as opportunities arise. <br /> RDA General Fund Work Program <br /> The specific work prograrn for the FY 2008I09 Agency general fund included <br /> continued suppork for downtown events and marketing; the impiementation of a <br /> seasonal banner program; continued involvement in the regional Grand <br /> Bvulevard Initiati�e {GBI); implementa#ion of the Downtown Precise Plan (DPP} <br /> with a focus on the deveiopmenfi of high quafity residential projects; continued <br /> support for business expansion, retention and attraction; train sta#ion area <br /> planning; code enforcemen#; and, imp�oved connectivity between the downtown <br /> and adjacent neighborhoods and firansif. <br /> RDA Housing Work Prograrn <br /> The work program for housing set-aside funds included continued discussions <br /> with developers for market-rate, multi-family projects with 15% affordabilifiy <br /> covenants; negotiating the inclusion of 15% affordable units in projects ou#side <br /> the rede�elopment project area; resolving the environmenta� issues and <br /> preparing a .Request for Proposal {RFP} and securing a developer #or the <br /> Bradford site; breaking ground on the Cedar St. project for 16 units of exfremely <br /> law-income units; closing escrow and beginning construction on the �labitat for <br /> Humanity town homes on Lincoln A�e; and the development of po�icies to insure <br /> compfiance with the Agency's production requirements under State iaw. <br /> The accomplishments for FY 2008109 are examined below. <br /> FY 20�8�09 RDA General Fund Accomp[ishments <br /> 1. Downtown Even#s and Promo#ion. <br /> a. A total of 112 events at�racting over 82,040 peop�e to the dowrtfiown <br /> were suppo�ted by RDA funding in FY 08/09, a 95% increase in <br /> attendance over the previous fiscal year. <br /> 4 <br />
