In addition to actual wetlands delineation, <br />we prepare the other necessary permitting documents, such as 404(b) (1) alternatives analyses <br />and Individual and Nationwide Permits applications. We are also familiar with the approaches <br />used by the California Coastal Commission in coastal areas of California and with approaches <br />identified in Local Coastal Programs. <br /> <br />Mitigation Monitoring. The California Environmental Quality Act requires that mitigation <br />monitoring and reporting programs (MMRP) be adopted prior to project approval. TRA typically <br />prepares the MMRP as a part of preparing the IS/MND or EIR. These plans specify mitigation <br />measures, responsible parties, and expected work products in order to demonstrate that <br />mitigation proposed during environmental review is actually implemented. TRA also has <br />experience in monitoring mitigation activities, including operational compliance at quarries, <br />restoration work at housing and public facility developments, and sensitive plant and animal <br />species monitoring in various habitat settings. <br /> <br />Habitat Restoration. TRA has developed hands-on expertise in habitat enhancement, and <br />restoration projects. Our staff expertise in biology and landscape architecture (CA license # <br />3261) provides the technical knowledge to design and monitor projects geared toward the <br />ecology of each particular site. Much of our past restoration work has been in concert with <br />efforts to preserve an endangered or threatened plant or animal species. TRA understands the <br />complexities of developing a restoration plan in a regulatory framework, as well as the <br />complexities of implementing the plan in the field. <br /> <br />We have completed a variety of habitat restoration projects, including riparian plans in creeks in <br />the San Francisco Bay Area (including Steven's Creek in Cupertino), revegetation plans <br />addressing rare plant species (particularly on serpentine soils), bank stabilization and restoration <br />in steelhead and California red-legged frog habitat, modeling habitat parameters for enhancement <br />of forest grove habitat for the Monarch butterfly, control of non-native exotic plants and <br />grassland restoration to enhance endangered butterfly habitat, and the restoration and creation of <br />freshwater marshes. TRA staff has experience with a variety of habitats, including serpentine <br />grassland, freshwater marsh, central coast riparian scrub, coastal prairie, coastal bluff, and <br />northern maritime chaparral. <br /> <br />With an overall goal of achieving self-sustainability and minimizing adverse environmental <br />impacts, each project is carefully analyzed to determine ecological needs and permit <br />requirements. We are familiar with the range of revegetation and habitat restoration techniques. <br />These include biological surveys, soil tests, controlling or removing unwanted weedy species, <br />erosion control, collecting and preparing seed of desired species, preparing landscape <br />architectural plans, providing an adequate substrate to grow desired species, applying seed or <br />planting container plants, and monitoring the results. <br /> <br />Compliance and Effectiveness Monitoring. TRA staff conducts compliance monitoring <br />activities for mitigation projects, including operational compliance at quarries, riparian <br />restoration projects, and sensitive plant and animal species monitoring in various habitat settings. <br /> <br />Technical Reviews and Planning Assistance. TRA assists a number of private clients by <br />providing peer review of environmental documents and technical reports. These reviews are <br />conducted to assess adequacy in addressing environmental issues of concern in relation to <br /> <br />TRA ENVIRONMENTAL SCIENCES, INC. <br />
