TRA also provides <br />planning assistance to local agencies such as providing guidance on implementation of local <br />habitat conservation plans affecting development permit applications, CEQA assistance, and <br />development of project descriptions and assessments needed for project grant applications. TRA <br />has provided instructional seminars for public agencies submitting grant applications to <br />California Department of Parks and Recreation for funds pertaining to maintenance of off- <br />highway vehicle recreation areas. TRA has also provided expert testimony on technical issues <br />such as wastewater sludge disposal, utility lines in habitat conservation areas and the effect of <br />plastic pipe usage on potable water supply. <br /> <br />Selected examples of our experience preparine CEQA documents for residential hillside <br />proiects <br /> <br />This section contains a listing of a few of the many CEQA documents that we have prepared <br />over the past ten years. We do not specialize providing CEQA documentation for hillside <br />residential development projects, but we have done many in our over 35-year history, and we <br />enjoy the challenges that these projects can bring. <br /> <br />Roberts RoadlHarmony @ 1 EIR <br />Pacifica, San Mateo County, 2007 <br /> <br />The project consisted of a Planned Development on two parcels comprising 65 acres. The project <br />required a Tentative Map, Final Map, Development Plan, Specific Plan, and Rezoning for the <br />Planned Development component of the project. The parcels were proposed to be subdivided <br />into 13 single-family residential lots ranging in size from 1.8 acres to 8.7 acres Proposed lots <br />would be sold for custom development by individual lot owners. Roughly 30 acres would be set <br />aside as natural open space area. The project application also included development of an <br />adjoining 2-acre parcel with 2 single family residences. This smaller parcel would be developed <br />as a permitted use in the Agricultural zoning district separate from the Planned Development <br />subdivision on the 65 acres. The project was proposed as a sustainable subdivision, and the <br />project integrated green building strategies from the San Mateo County Sustainable Building <br />Checklist. Additional green features included use of solar and wind power, grey water recovery, <br />rainwater collection, use of drought tolerant native plants, and earth-friendly construction <br />materials. <br /> <br />The project is located on a prominent ridgeline in Pacifica, and is within the Hillside <br />Preservation District overlay zone. The primary issues of concern addressed in the EIR were <br />conformance to the City's policies, visual impacts on coastal views, loss of heritage trees, and <br />contributions to poor traffic conditions on Highway 1. TRA conducted biological surveys which <br />determined the presence of loggerhead shrike and San Francisco dusky-footed woodrat (both <br />California Species of Special Concern), and host plants for the Mission blue butterfly (federal <br />endangered) and Callippe silverspot butterfly (federal threatened). As a result of these surveys, <br />TRA assisted the project applicant in relocating one of the proposed homes to avoid butterfly <br />habitat. Subsequent to the Draft EIR, the project site plan was modified to provide Two Below <br />Market Rate housing units to satisfy the City's Inclusionary Housing Ordinance requirements. <br />The EIR concluded that with mitigation, all project impacts would be reduced to a less than <br />significant level. <br /> <br />Lead Agency/Client: City of Pacifica <br /> <br />TRA ENVIRONMENTAL SCIENCES, INC. <br />
