Cumulative, Significant and Unavoidable, ~d Growth-Inducing <br />Impacts: The Draft EIR will include a discussion of cumUlative impacts. <br />Cumulative impacts are defined as those impacts of the proposed project that <br />r.naycombine, either temporally or spatially, with past, present, and reasonably <br />antidpatedfuture projects to produce potentially signifkant related or . <br />cumulative impacts in accordance with Section 15130 (b)(1)(A).of the CEQA <br />Guidelines. This section of the Draft Em will also address the unavoidable <br />significant impacts and the growth-inducing impacts of the proposed project. <br /> <br />. Section 5. Alternatives to the Project: Up to two (2) proje~t alternatives (in <br />addition to the No Project alternative) that satisfy the project objective(s)and <br />avoid or reduce environmental effects will be described and evaluated in the <br />Alternatives to the Project section of the Draft EIR. The purpose of the <br />alternatives analysis will be to identify project alternatives that will "meet the <br />defined project objective(s) while avoiding or causing fewer Significant impacts <br />and/or fewer overall impacts than the proposed project. The "No Project" <br />alternative, as required by CEQA, will also be presented in this section of the <br />Draft EIR. The lJenvironmentally superior alterna~ve" will be identified in this <br />section. <br /> <br />!II Section 6. Report Preparation: This section of the Draft EIR will list the <br />individuals who prepared the Draft Em, the public agendes consulted during <br />the course of the Draft Em's preparation, and the members .of the public who <br />participated in the Draft EIR preparation process. <br /> <br />. Section 7. References: This section wiIllist the sources of information used in <br />preparation of the Draft EIR. <br /> <br />. Appendices: The appendices will include the NOP, the Initial Study, and <br />background technical material referenced in or prepared for the Draft EIR. <br /> <br />Element 3: Draft ElR <br /> <br />MHA I RMT will prepare a Draft EIR that incorporates the City staff's comments on the <br />Administrative Draft EIR. <br /> <br />Element 3.1. Prepare Administrative Executive Summary: MHAI RMTwill prepare <br />an Executive Summary for inclusion in the Draft Em. The Executive Summary is <br />included at this stage to avoid the costs of revising the summary based on <br />comments on the Administrative Draft EIR. The Executive Summary will include a <br />brief summary of the proposed project, a summary of the major environmental <br />findings, and a complete tabular listing of allpoteritial impacts, the level of impact <br />with and without mitigation, and appropriate mitigation measures.
