';. ...: <br />" . ... <br />. ." <br />. . . . <br />. ." .. <br /> <br />. . <br /> <br />TQ..~lJ.~.tiQ~.9r~fi?I~.'::ffi'~~ctc1~~i~~: <br /> <br />July 13, 2009 <br /> <br />SUBJECT <br />Award of Contract - 2008-2009 Asphalt Rubber Chip Seal Project <br /> <br />RECOMMENDATION <br />Approve, by motion, the contract documents and award the contract for the 2008-2009 <br />Asphalt Rubber Chip Seal Project to the lowest responsible bidder, International <br />Surfacing Systems of Modesto, for their low bid of $752,940.44 and authorize the City <br />Manager to increase the contract amount, if necessary, up to 10% of the amount <br />awarded. <br /> <br />BACKGROUND <br />The 2008-2009 Asphalt Rubber Chip Seal Project is part the City's Roadway <br />Management System (RMS) Program, which performs on-going pavement repair and <br />replacement. The purpose of this project is to resurface the roadway segments roughly <br />bordered by Fifth Avenue to the north, Rolison Road to the east, Marsh Road to the <br />south, and Bay Road to the west. Portions of Vera Avenue and the roadway segments <br />between Veterans Boulevard and U.S. 101 will also be resurfaced. Please see <br />attached project location map. <br /> <br />",\ <br /> <br />Asphalt rubber chip seal is part of a two-step roadway resurfacing process known as <br />cape seal. Cape seal is a cost-effective preventive maintenance measure that provides <br />a new wearing surface, seals and protects the underlying pavement from damage due <br />to weather, and extends the useful life of the pavement. Cape seal consists of an initial <br />application of asphalt rubber chip seal where warranted by excessive damage, followed <br />some weeks later by a slurry seal. The cape seal process is generally used to protect <br />low traffic volume/residential roadway surfaces. <br /> <br />The application .()f. c:I$p.b~lt. rqbber chip seal and slurry seal are two separate trade <br />specialties. The City contracts and coordinates directly with separate contractors for <br />chip seal and slurry seal work. Contracting for specific roadway resurfacing specialty <br />work results in more cost effective projects and higher quality product. <br /> <br />Notice of the proposed roadway project will be mailed to area residents and property <br />owners for receipt on or around July 21, 2009 and a press release is scheduled for July <br />14, 2009. <br /> <br />Only one contractor provides the asphalt rubber chip seal process in northern California. <br />Staff recently leamed of a new chip seal product named "polymer modified asphalt <br />rubber" (PMAR) that is available from multiple contractors. The major difference <br />between PMAR and asphalt rubber is that PMAR is applied as a thinner layer which <br />reduces the overall cost but may not perform comparable to asphalt rubber chip seal. <br />The city of Watsonville recently received bids for both products, and PMAR was bid <br />approximately $1.15 less per square yard (300/0 less) than asphalt rubber. Staff <br />concludes this price difference is due to the reduced quantity of required material, and a <br />more competitive bidding environment for PMAR projects. However, staff determined <br />that not enough is known about this new product/process to choose it with <br />
