Staff will continue to investigate issues of performance and evaluate the <br />future use of PMAR as more information becomes available. <br /> <br />One (1) bid was received for the 2008-2009 Asphalt Rubber Chip Seal Project on July <br />1, 2009, and is summarized below. <br /> <br />Bidder <br />International Surfacin S stems -- Modesto <br /> <br />Bid Amount <br />$752,940.44 <br /> <br /> <br /> <br />.-::..:t_itl.lMi;l}~/!Y( <br /> <br />Recommended Bidder: International Surfacing Systems <br />Substantiation: International Surfacing Systems is the lowest responsive and <br />responsible bidder. <br /> <br />The bid of $752,940.44 from International Surfacing Systems is 14% higher than the <br />engineers estimate of $660,000.00 for the cost of construction. Staff attributes this <br />variance to a bidding environment marked by limited competition and high seasonal <br />demand for this trade specialty. Staff believes that International Surfacing Systems' bid <br />of $752,940.44 is reasonable and responsive, and recommends awarding the contract <br />to International Surfacing Systems. <br /> <br />ALTERNATIVES <br />Council may choose not to award the contract and direct staff to redesign and/or rebid <br />this project, <br /> <br />FISCAL IMPACT <br />This project is partially funded by a California Integrated Waste Management Board <br />grant (CIWMB) totaling $175.612.00. A budget amendment will be requested to <br />attribute the grant funds to this project. The major portion of funding for the general <br />work of this project has been previously appropriated in the Transportation Fund <br />(Measure "A"), Street Pavement Management Program which has an available balance <br />of $893,187.27 as of May 31, 2009. <br /> <br /> <br />M.
