Staff attributes this <br />variance to a bidding environment marked by limited competition and high seasonal <br />demand for this trade specialty. Staff believes that International Surfacing Systems' bid <br />of $752,940.44 is reasonable and responsive, and recommends awarding the contract <br />to International Surfacing Systems. <br /> <br />ALTERNATIVES <br />Council may choose not to award the contract and direct staff to redesign and/or rebid <br />this project, <br /> <br />FISCAL IMPACT <br />This project is partially funded by a California Integrated Waste Management Board <br />grant (CIWMB) totaling $175.612.00. A budget amendment will be requested to <br />attribute the grant funds to this project. The major portion of funding for the general <br />work of this project has been previously appropriated in the Transportation Fund <br />(Measure "A"), Street Pavement Management Program which has an available balance <br />of $893,187.27 as of May 31, 2009. <br /> <br /> <br />M.
