That the Mitigated Negative Declaration reflects the City's independent judgment <br />and analysis. . <br /> <br />According to Article 46 (Planned Development Permits) of the Zoning Ordinance, the <br />purpose of the PD permit is to: <br /> <br /> <br />. Provide a vehicle for planned development within the existing zoning districts of the <br />City; <br />. Encourage flexibility of design and development of land in such a manner as to <br />promote its most appropriate use; <br />. Encourage the development of innovative projects whi .' corporate the highest <br />quality architectural solutions, building materials, and I . sc 'ng concepts; <br />.
