If we are not successful, the loan will be <br />referred to our collection service. <br /> <br />FY 2008/09 WORK PROGRAM AND ACCOMPLISHMENTS <br /> <br />As previously stated, the Agency multi-year work program to eliminate blight in <br />the Redevelopment Project Area is contained in the Agency's Five-Year <br />Implementation Plan, the Council's newly adopted strategic plan, the Downtown <br />Precise Plan (DPP), the guiding principles adopted as part of the new General <br />Plan Update process and the FY 2008/09 budget report. In spite of the lawsuit <br />and the judge's ruling which requires reconsideration of the DPP and new <br />environmental documents (EIR), the principles and recommended <br />implementation actions contained in Books I and III are consistent with the <br />Redevelopment Plan and reflect a multi-year work program the Agency <br />implements as appropriate and as opportunities arise. <br /> <br />RDA General Fund Work Program <br />The specific work program for the FY 2008/09 Agency general fund included <br />continued support for downtown events and marketing; the implementation of a <br />seasonal banner program; continued involvement in the regional Grand <br />Boulevard Initiative (GBI); implementation of the Downtown Precise Plan (DPP) <br />with a focus on the development of high quality residential projects; continued <br />support for business expansion, retention and attraction; train station area <br />planning; code enforcement; and, improved connectivity between the downtown <br />and adjacent neighborhoods and transit. <br /> <br />RDA Housing Work Program <br />The work program for housing set-aside funds included continued discussions <br />with developers for market-rate, multi-family projects with 150/0 affordability <br />covenants; negotiating the inclusion of 150/0 affordable units in projects outside <br />the redevelopment project area; resolving the environmental issues and <br />preparing a. Request for Proposal (RFP) and securing a developer for the <br />Bradford site; breaking ground on the Cedar 81. project for 16 units of extremely <br />low-income units; closing escrow and beginning construction on the Habitat for <br />Humanity town homes on Lincoln Ave; and the development of policies to insure <br />compliance with the Agency's production requirements under State law. <br /> <br />The accomplishments for FY 2008/09 are examined below. <br /> <br />FY 2008/09 RDA General Fund Accomplishments <br /> <br />1. Downtown Events and Promotion. <br />a. A total of 112 events attracting over 82,000 people to the downtown <br />were supported by RDA funding in FY 08/09, a 95% increase in <br />attendance over the previous fiscal year. <br /> <br />4 <br />
