Those projects could not proceed because of the lawsuit. <br /> <br />5. Business Expansion, Retention and Attraction. <br />a. A new Request for Proposal (RFP) was issued for the Courthouse <br />Square pavilions and lease negotiations for two new vendors are being <br />finalized. <br />b. A retail vacancy analysis was completed and is now being expanded to <br />include both occupied spaces and retail businesses and vacancies <br />throughout the DPP area. <br />c. Finally, in spite of the economy and the. continued vacancies in the <br />cinema complex and the closing of businesses, several new business <br />have opened in the downtown, including MartinIs West Pub and the <br />Deseo's Tequila Lounge and restaurant on Main St., Edls Sub Center <br />and Yakamoto's on Broadway, Subway on Winslow, Donato's on <br />Middlefield. New office tenants include Social Concepts, Vuze and <br />Numenta. Peace, a new retail store specializing in active wear will be <br />opening in July in the 2600 block of Broadway. This store is a new <br />venue for the owners of Pickled, the women's clothing store on <br />Broadway. DB Shoes also opened after its predecessor Shoe Pavilion <br />closed in the same space. Several of the new tenants (both restaurant <br />and office) were previously located in Menlo Park and Palo Alto. <br /> <br />6. Train Station Area Planning <br />The City's station area planning efforts for FY 2008/09 were put on hold <br />pending implementation of the collaborative process for HSRlCaltrain <br />Electrification. <br /> <br />7. Code Enforcement <br />Code enforcement efforts related to sign age, trash receptacles and <br />compliance with sidewalk cafe permits continued. In addition to helping <br />maintain the attractiveness of downtown, these efforts have proven to be an <br />effective way to communicate with downtown businesses, property owners <br />and residents. Code enforcement efforts have also been intensified in the <br />neighborhoods adjacent to downtown. <br /> <br />8. Improved Connectivity Between The Downtown, Adjacent <br />Neighborhoods and Transit <br />a. The improvements to be constructed on ECR between Broadway and <br />Brewster are focused on enhancing the pedestrian experience and will <br />include wider sidewalks, additional street trees, new pedestrian-scale <br />lighting, new tree grates and benches, permeable pavers adjacent to <br />curbs, bulb-outs to narrow pedestrian crossings, wider medians for <br />pedestrian refuges and narrowed lanes to slow down traffic. <br />b. The Hoover Area Community Mobility Study, which included over <br />12 community meetings with .translation services, recommended new <br /> <br />7 <br />
