<br />ATTACHMENT._ <br /> <br />"5 Be <br />(70. page 12 <br /> <br />Detailed Background Chronology <br />Woodside Hills Christian Academy Project <br />2323/2325 Euclid Avenue <br /> <br />Woodside Hills Christian Academy (WHCA) first submitted their application for a Use <br />Permit on August 7, 2007. At that time, Planning staff notified the applicant that school <br />operations could not commence until the City completes its Use Permit review process. <br />However, on August 29, 2007, WHCA opened the kindergarten through twelfth grade <br />school with a student body of approximately 1.01 students without benefit of the required <br />permits. After notifying the church, and consistent with current practice, the City began <br />the code enforcement process which included site inspections and a work program to <br />ensure that all necessary health and safety concerns were adequately addressed. <br />Based on the aforementioned inspections a number of immediate actions were taken by <br />the City, the most significant of which required the church to close the secondary school <br />building because of significant Building and Fire code violations. <br /> <br />Over the following months, the City worked with both the applicant and a number of <br />concerned neighbors to develop a series of interim measures to minimize adverse <br />impacts to the both student body as well as the immediate neighborhood (Attachment <br />1). As part of the application review process, staff evaluated prior uses of the property. <br />According to City records, the church property has a longstanding history of operating a <br />child care facility and primary school on-site. Previous tenants included "Montessori <br />Community School", "Rockin' Kids Care" (an after-school program for kindergarten <br />through fifth grade students), "Sequoia Pre-School" and" the "Montessori Assistance to <br />Infancy Program". Given that prior tenants have been allowed to operate both child <br />care facility and primary school programs, the City allowed, as an interim measure, up <br />to 65 students to remain on the property while processing a Use Permit application. In <br />parallel, a separate temporary Use Permit was processed for the relocation of. the <br />secondary school (seventh through twelfth grade) student population to a nearby church <br />property for the remainder of the 2007-2008 school year in an effort to alleviate potential <br />traffic, noise and safety concerns on the subject property until a permanent Use Permit <br />could be acted upon. Ongoing monitoring and evaluation of iDterim measures were also <br />conducted to ensure that these steps would effectively minimize impacts to the students <br />and the neighborhood. <br /> <br />The review process for the Euclid property also included two City-facilitated community <br />meetings which were tailored to gather input on the proposed project (one meeting in <br />November 2007 and the other in August 2008). Major topics for discussion included: <br /> <br />. Increased traffic onto McGarvey Street and adjacent residential streets; <br />. Noise concerns from the church site; <br />. Student pick-up/drop-off and site circulation; <br />. Parking, including church buses adjacent to residential properties; and <br />. General land use compatibility. <br />
