Be Page 13 Following the November 2007 community meeting, a traffic study was commissioned during the Spring 2008 school semester for the subject property. During that time, the City worked closely with WHCA on defining the scope of the project and related analyses to insure that the needs of the school as well as the concerns of the community were both addressed. Specific issues investigated by staff included the review of story poles to determine the visual appearance of the proposed modular classrooms from the neighbors' yards, selecting optimal outdoor play areas to minimize noise and safety issues, drainage considerations and Fire code compliance options. The goal was to obtain a comprehensive and complete Use Permit application (current uses and expanded needs) that could be presented to the Zoning Administrator at a public hearing. Figure 1 represents a summary of the student population during the application process. The draft traffic study was completed in August 2008, and a follow-up community meeting was organized by the City to provide an update to the community including copies of the draft traffic study and information regarding the revised scope of work. Following that meeting, the City continued to work with WHCA on the application in order to move the project forward to a public hearing. On January 15, 2009, a public hearing was scheduled for the review of the Use Permit application by the Zoning Administrator.
