The ProDOsed Construction of Modular Classrooms: The applicant opened this school in the
absence of any permit, in facilities that were sorely out of compliance with the requirements.:.,of.: :.~".

'. ' .. . "~'1- .
the Redwood City Fire Marshal, housing the students in an extraordinarilv unsafe and unsuitaPit!
building with a parking lot as the playground. Ironically, it was a fire on this property in June
2007 that alerted most of the neighbors to their new presence. The resulting repair
construction was continued at all hours, without communication with the neighbors, or
response to complaints or concerns raised by neighbors during the process.

To date. thev still have not installed a State Fire Marshal aooroved and listed fire alarm SYstem.

This pattern of disregard of the rules and regulations applicable to the rest of us# as well as their
disregard for the impact of their activities on their immediate neighbors, has convinced us that
any additional significant construction on the property will be a disaster. -

In addition, they opened the school in 2007 with 101 students without any authority
whatsoever. By the fall of 2008, they claimed that enrollment had dropped to 40. Given their
shrinking size and the current economy, the neighborhood should not subjected to the
disruption of the demolition of the current building and importing four portable classrooms that
will further invade our privacy and jeopardize our property values.

I appreciate the City Council's consideration of this appeal, and would like adequate notice of
any proposed hearing date to ensure the availability of all interested neighbors. Thank you.

Respectfully submitted,

~M.~

DAWN M. WARD

Appeal of Notice of Official _Action from 2/9/09 -3
