The Prooosed Use is Excessive for the Neiahborhood: <br />The use of this property as church, school, and child care provider has a long <br />standing history in this neighborhood. The goal of this Use Permit process is to <br />determine what conditions are necessary to ensure compatibility between the <br />existing residential neighborhood and the current school operator, WHCA. <br /> <br />The City is addressing the traffic concerns on McGarvey and the traffic study <br />prepared for this project provided further analysis of the situation to ensure the <br />proposed project would not generate a substantial impact. <br /> <br />4. Outdoor Plavaround Activities: <br />Based on the testimony received from community members, operational <br />knowledge, and site observation the noise concern associated with this use is <br />well understood. The use of the parking lot for outdoor activities during the permit <br />processing has created a situation that has been a major point of contention <br />throughout WHeA's interim operations. <br /> <br />After careful consideration of all the testimony received and based on experience <br />associated with noise attenuation, the Zoning Administrator determined that the <br />outdoor playgrounds could be sited and designed in a manner that significantly <br />reduces the noise related impacts experienced during the interim operations. <br /> <br />The conditions of approval require all outdoor activities to be conducted in one of <br />two approved playground locations. The existing playground is approximately <br />150 feet away from the closest residential property on Connecticut Drive. Given <br />the long standing history of this location and its central location on the property <br />no additional improvements were required for this playground. <br /> <br />The second, proposed, playground will be located within the interior courtyard <br />(Le. between the sanctuary and the fellowship hall). This playground will be <br />constructed with a perimeter fence, which can be constructed in a manner to <br />provide further noise attenuation. Furthermore, the surrounding buildings will <br />serve to buffer the noise generated from the playground use. <br /> <br />Lastly, the hours of playground activity are consistent with daytime use of the <br />property and WHCA will be required to take students off-site for all sports related <br />activities. <br /> <br />5. The Prooosed Construction of Modular Classrooms: <br />The modular classrooms are approved in concept only. The City requires further <br />design review before any construction may occur. Any new construction on the <br />property will be required to meet all applicable Building and Fire Code <br />reqUir~s. <br /> <br />~ <br /> <br />
