'. <br /> <br />80 <br />age 1 <br /> <br />T()...~~xH().~ll,I~!~=::;==j~'~~n~: <br /> <br />July 13, 2009 <br /> <br />SUBJECT <br />Appeal of the Zoning Administrator's Approval of a Use Permit for a massage service <br />establishment. <br /> <br />RECOMMENDATION <br />By Motion, deny the appeal, thereby upholding the decision of the Zoning Administrator, <br />based on the findings as documented in the Notice of Official Action (Attachment 1), to <br />allow a massage service establishment at 515 Woodside Road. <br /> <br />BACKGROUND <br />The Zoning Administrator held a public hearing Or) Wednesday, March 18, 2009 to <br />consider an application for a Use Permit, which would allow a massage service <br />establishment at 515 Woodside Road. At the hearing, staff gave a presentation, the <br />applicant also provided clarification and additional information for the proposed use and <br />several residents provided testimony. The Zoning Administrator closed the public <br />hearing and took the matter under advisement thereby deferring the decision until staff <br />could further analyze the existing site conditions, floor plan and project description. <br />Based on further analysis, the Zoning Administrator approved the use with conditions <br />that caused the use to be scaled back, with reduced hours of operation, reduced <br />number of private rooms, a reconfigured floor plan and improved usability of the parking <br />lot. The applicant made and incorporated these changes into the plans. <br /> <br />Project Description <br />The proposed massage service establishment will occupy a 1,150 square foot ground- <br />floor commercial tenant space (with an attached 495 sq. ft. one-car garage) in a twa- <br />story 2,845 square foot building. The second floor of this building contains a 1,200 <br />square foot (two bedroom, two bath) apartment. The subject tenant space would consist <br />of four private therapy rooms, staff lounge, waiting area, office, restrooms and a laundry <br />room. The site is approximately 3,049 square feet and is located in the General <br />Commercial-Residential (CG-R) Zoning District. <br /> <br />General Plan & Zoning Compliance <br />The subject site is designated as llMixed Use (commercial and residential)" in the <br />Redwood City 1990 General Plan. This land use designation includes land to be <br />intensively developed for retail and office use where multistory buildings would be <br />expected. The subject site is presently zoned General Commercial Combined <br />Residential (CG-R). The CG-R Zoning District is designed to accommodate businesses <br />that offer retail products and personal services. The previous use at this site was a pool <br />service and products business, which was permitted by the Zoning Ordinance. The <br />proposed use of providing personal services, such as a salon/beauty parlor is allowed <br />as well. In instances where a business offers massage and/or tanning and other types <br />of personal services requiring private treatment rooms, the City has a specific three-step <br />process for applicants to follow and complete. The proposed project conforms to the <br />General Plan designation as well as to the allowable uses in the CG-R Zoning District. <br />
