<br />80 <br />Page 10 <br /> <br />PARKING CONCERNS: <br /> <br />Mixed use of residential and business parking needs at the site, coupled with the <br />awkward and consistently unsafe ingress and egress of frequent clients promises to create <br />an untenable parking situation, even with the addition of a parking space, per the NOA. <br />As of this writing, neighbors have observed that the three existing spaces on the site are <br />in constant use, even with the storefront vacant, suggesting that the parking needs of the <br />apartment residents are contributing to a likely parking overflow issue in future. <br /> <br />COMPA TmILITY: <br /> <br />In reviewing the NOA, the issue of'':compatibility with adjoining land uses" arises (p.2). <br />First of all, there are no commercial properties adjoining the one in question; in fact, the <br />property is literally surrounded by high-density residential buildings - an apartment in the <br />~ame building, the Woodside Terrace Senior Living facility directly to the east, and a <br />multi-unit high-rise apartment building to the west. In any event, the previous business <br />maintained far shorter hours of operation - the pool supply business operated from 9 to 5, <br />and was closed on Sundays; the nature of this specific business causes it to be dependent <br />on frequent visits throughout the day and evening hours. The greatly expanded hours <br />proposed indicate that this use is highly incompatible with the immediate neighborhood. <br /> <br />CONSISTENCY OF USE: <br /> <br />The non-conforming status of the 1950's-era building needs to be rendered flexible with <br />regard to today's laws, just as the community demonstrates flexibility with respect to <br />growth demands. There is an additional concern about the wording of the NOA on page <br />2: "... and extending closing time to potentially 1 0 PM at a later date" - this further <br />deviates from the consistency with previous use, inappropriately. <br /> <br />SAFETY I PUBLIC HEAL Tn: <br /> <br />In addition to increased traffic flow and parking problems, issues of maintaining a <br />pedestrian and bicycle-friendly neighborhood arise. Elders residing at Woodside Terrace <br />already face mobility challenges, and neighborhood youth are also at risk, riding bicycles <br />and walking or playing in this area. The corner itself (Murray Court and Woodside Rd.) <br />was the scene of a tragic accident in which a Redwood Oaks neighbor's brother was <br />killed; it is our strong desire to reduce the potential hazard of additional traffic and <br />parking, in order to address safety needs. <br />
