<br />.. <br /> <br />80 <br />Page 11 <br /> <br />RWC GENERAL PLAN GUIDING PRINCIPLES vis-a-vis this project: <br /> <br />The Redwood Oaks community lauds the City Council for its long-term planning to <br />revitalize many areas of the city, notably, in the context of the current situation, the <br />Woodside Road corridor. The guiding principles for developing the General Plan include: <br /> <br />-- "Ensure that change harmonizes with existing development to preserve our historic <br />and neighborhood character." <br />-_ "Partner with and embrace our neighborhoods to improve the health, safety, and well <br />being for all in our community." <br />__ "Continue to make community participation an important part of achieving a greater <br />city. " <br /> <br />It is our belief that these are meaningful principles, and that the project in question does <br />not meet the criteria for "harmonizing with existing development to preserve our <br />neighborhood character," nor does it seem likely, overall, to "improve the health, safety, <br />and well being" of this neighborhood. <br /> <br />In collaborating to share our voices with our city officials, we are keeping faith with the <br />third principle above, involving community participation. We thus kindly request that the <br />neighborhood's serious concerns lead the City Council to reverse the decision to issue a <br />Use Permit to this massage parlor, and instead explore a more suitable, compatible <br />location for it. <br /> <br />Finally, we ask that City Council strongly consider imposing a moratorium on the <br />approval of new establishments of this nature (massage parlors), until September 2009, <br />when the state law issuing from SB 731 goes into effect.
