Redwood City Zoning Administrator
March 18, 2009
Page 2

80
Page 16

3. A message parlor could start. a domino effect leading to the establishment of other
disreputable businesses such as check cashing services that would result in the
general decline of the neighborhood and further adversely affect our residential
community.

4. The zoning ordinances were properly established to separate residential uses such
as our seni.or housing facility from nefarious business uses such as massage
parlors. We acquired Woodside Terrace in reliance on those ordinances and have
been a good corporate citizen for Redwood City. We believe it would be unfair
and unwise to ignore the rationale of the zoning ordinances and allow a massage
parlor to be opened in such close proximity to our senior housing residential
community.

We believe that the applicant's proposed use fails to satisfy the legal standard necessary for the
City to approve the applicant's request for a use permit. Brookdale has been a good tax-paying
citizen of Redwood City for many years and provides a valuable service to the community.
Brookdale respectfully requests the City to deny this application.

Please contact me if you have any questions or would like to discuss this further.
