PROPOSED SCOPE OF SERVICES The detailed scope of services (tasks and subtasks) proposed by Wagstaff and Associates to complete the new DPP EIR process is described below. TASK 1. INITIAL SCOPING AND PROJECT DESCRIPTION 1.1 Initial Staff Meetina Upon City authorization to proceed, an initial staff meeting will be conducted at the City, including responsible City staff, City consulting legal counsel (optional), EIR Principal-in-Charge, and EIR Project Manager to review and refine the new EIR work scope, format, and schedule, and to review any specific additional information needs. 1.2 Proiect Description Update The 2007 EIR project description will be updated as necessary for incorporation into the new NOP and new EIR. For the 2007 EJR, City staff in consultation with the Planning Commission identified a "Maximum Intensity" alternative and a less-intensive uModerate Intensity" alternative to represent the range of maximum allowable development (M.A.D,) limitation that might ultimately be adopted. The 2007 EIR impact and mitigation findings were based on these two City-identified M.A.D, limitation scenarios. The City has since determined that the t1Moderate lntensitytl alternative best represents City objectives for the Downtown. Accordingly, the new EIR impact and mitigation findings will specify that the "Moderate Intensity Scenario" is the "project" for the new DPP EIR. The EIR consultants will request current City-approved versions of the M.A.D. limitation totals for use in preparing the new EJR (staff anticipates that the totals will not change from those presented in the 2007 EIR). The project description update will also incorporate the revisions currently being completed by City staff to respond to the court and achieve consistency with the anticipated new General Plan, including more definitive shadow policy, expanded historic resource protection requirements, associated building height and mass articulation control revisions, and other revisions. The project description update will quantify the maximum combined amount of additional residential development units, office and retail development floor area, and commercial lodging rooms to be permitted within the Precise Plan area under the "project."
