3. PLEDGE OF ALLEGIANCE — Rosanne Foust, Mayor/Chair <br /> 4. INVOCATION - Minister to Students and Parents Cameron Farris, <br /> Redeeming Grace Church <br /> 5. SPECIAL ORDERS OF THE DAY <br /> A. Award/Recognition: Mayor Foust named one of the Most Influential Women in <br /> Business in the Bay Area - presentation by <br /> Vice Mayor Howard. <br /> Vice Mayor Howard recognized Mayor Foust for her contributions to the community, the <br /> City and the professional world. She presented a certificate of recognition from Assembly <br /> Member Ira Ruskin recognizing Mayor Foust's accomplishment. She also shared a Tiffany <br /> plate that was awarded to the Mayor at the awards ceremony in San Francisco on June 4, <br /> 2009. Mayor Foust thanked the Council and staff for their support. All Council Members <br /> congratulated Mayor Foust on winning an award that reflects well on Redwood City. <br /> 6. ORAL COMMUNICATIONS AND CONSENT CALENDAR <br /> MOTION: Waive reading of the Consent Calendar except the ordinances by title, <br /> adopt the resolutions and the ordinances, and approve other items. <br /> Mayor Foust pulled Consent Calendar item 6.1 C for discussion. <br /> Public Comment <br /> Ruhina Karmali, owner of Daily Boost at Courthouse Square, expressed her concerns <br /> about agenda item 6.1 C in terms of her lease agreement with the City and questioned the <br /> appropriateness of finro tenants competing with the same type of product. She asked <br /> Council for an administrative review on agenda item 6.1 C. <br /> City Attorney Yamamoto clarified that the correct procedure is to either approve or deny <br /> the lease agreement. <br /> Mayor Foust read the titles of the items to be adopted via the Consent Calendar. <br /> M/S Ira/Pierce to approve all items on the Consent Calendar with the exception of 6.1 C. <br /> Motion carried unanimously by electronic vote. <br /> One Council Member asked about the exclusivity of this agreement and Mr. Yamamoto <br /> said that there is no exclusivity in the lease agreement but a restriction and it is not a right <br /> that is being granted but merely a restriction. The issue of differentiating the types of teas <br /> that will be sold at the new place was discussed. One Council Member asked if the <br /> amount of tea in this new site will be incidental or if it will be the bulk of the business. <br /> The future owner explained that she will be selling tapioca tea and Chinese tea. She <br /> explained the brewing process.
