<br />6.1A <br />Page 7 <br />with this style of education allows for multiple grade levels to be accommodated within a single <br />classroom, thereby allowing for a broader range of grade levels within the school. Strict <br />adherence to fire and building codes will ensure that seismic and other life safety risks are <br />reduced to reasonable levels found to be acceptable for school and child care facility uses. <br /> <br />2. The establishment and operation of the proposed use will not be detrimental or injurious to <br />property or improvements in the neighborhood because the kindergarten through twelfth grade <br />private school and child care facility uses are related to other types of public and quasi-public uses <br />that are permitted and currently present in the vicinity of the subject property. The subject <br />property is located within the Residential Single-Family (R-1) Zoning District in an area that is <br />comprised of a variety of land uses including single-family residences, a public elementary school, <br />public library as well as a church all within less than 100 feet from the subject property. The <br />subject property is also located approximately 300 feet of the Commercial-Neighborhood (eN) <br />Zoning District in an area that is comprised of a higher intensity of land uses including Rite Aid, the <br />Roosevelt Shopping Center (a neighborhood-serving center that includes a variety of restaurant, <br />personal care and professional office establishments), Shell Gasoline Station. Key Market (a small <br />neighborhood-serving grocery store) as well as single- and multi-family residences. Establishment <br />of the proposed uses according to the proposed plans and operational criteria, in combination with <br />the strict application of the conditions of approval, is expected to function as an asset to the <br />neighborhood without causing harm. Project-related activities which could potentially have an <br />adverse impact on the neighborhood in terms of noise and aesthetic impacts will be substantially <br />controlled to a less than significant level. Furthermore, a traffic study was completed for the <br />proposed project and concluded that no significant impacts would result with the incorporation of <br />recommended conditions. Independent of this project, the City is initiating traffic calming <br />measures along McGarvey Avenue to address neighborhood concerns. <br /> <br />Conceptual plans have been submitted for general improvements to the subject property including <br />new signage, landscaping and the addition of modular classrooms to accommodate the proposed <br />student population. Conditions of approval will require the applicant to provide detailed plans for <br />all improvements to ensure that that said improvements will enhance the visual character of the <br />property as well as provide on-site property management to ensure that the site is adequately <br />maintained and operations are consistent with the approved uses for the property under this Use <br />Permit. <br /> <br />3. The establishment and operation of the proposed kindergarten through twelfth grade school and <br />child care facility uses will not be detrimental or injurious to the general welfare of the City <br />because the use will provide an alternative educational opportunity for pre-school through twelfth- <br />grade students in Redwood City as well as in surrounding communities. The City's General Plan <br />cites that one area of concern with education is the "inadequate provisions for child care" (Human <br />Services Element, p. 15-6), and therefore encourages the development of child care facilities in <br />both residential and nonresidential areas in ways that are compatible with existing uses in order to <br />promote the availability and accessibility of such services (Land Use Element Policy No. L-12). <br />With the implementation and strict adherence to the conditions of approval incorporated herein, <br />the proposed uses will be compatible with the existing land uses as they mitigate potential <br />concerns such as on-site circulation, noise attenuation. and life safety issues. <br /> <br />CONDITIONS OF APPROVAL: <br />It is the responsibility of the property owner, project applicant, tenant. and/or any other party identified <br />in this document to adhere to and perform the following conditions of approval in the time specified. If <br />no time is specified, the condition is considered to be an ongoing obligation. <br /> <br />General Conditions <br />1. The subject use shall substantially conform to the revised plans prepared by RC Consulting <br />Engineers, Inc. with a date stamp of November 24. 2008, and all documentation submitted to date <br />and on file with Planning Services. except as modified by the conditions contained herein. <br /> <br />Page 5 of 11 <br />
