P2009 .000 .164
BKF Engineers April 15, 2009
Levee Improvements Adjacent to the San Carlos Airport Latest Revision June 30, 2009
PROPOSAL FOR A GEOTECHNICAL EXPLORATION - PHASE 1 Page 4

testing methodology to accommodate for other potential contaminants. We will utilize the
services of a drum transport and disposal service to remove the drums from the site. Our fee
assumes that the soil cuttings and drilling fluids will be suitable for transport and disposal to a
Class 2 waste management facility.

It is understood the City of Redwood City will limit ENGEO's and BKF Engineers' liability for
damage due to professional negligence, acts, errors, omissions, breach of contract and
consequential damages to an amount not to exceed an aggregate limit of $1,000,000.

SPECIAL CONSIDERATION

Special consideration for this project, from a geotechnical perspective, include the FAA safety
zone constraints which could restrict access for certain types of exploration equipment and the
anticipated soft, relatively compressible, soil underlying the site. Our proposed exploration
method should allow for exploration of the levees taking into account constraints from the
adjacent landing strip. The purpose of our exploration is to determine the subsurface conditions,
including the presence and extent of any underlying soft compressible soil deposits.

FEE ESTIMATE

We will provide the scope of services for Phase 1 as discussed above on a time-and-expense
basis in accordance with our current fee schedule for an approximate fee of $52,850 assuming
one shift of night work and depending on FAA safety area constraints. If the scope and duration
of these services change, a revision to our fee estimate may be required.

We look forward to providing services to you on this project. If you have any questions
regarding the scope of our services, please do not hesitate to contact us.

Very truly yours,

ENGEO Incorporated

t;. ~
Ben~~pP

Project Engineer
bs/jam/rc

Attachment: Figure 1 - Site Plan
