Mr. Ponty provided a presentation to Council (on file). Council asked questions regarding <br /> the possible impact of state cuts. Mr. Ponty provided a revised projection sheet of the <br /> financial picture for Redwood City. Council consensus was to revisit these figures at <br /> the September 14, 2009 meeting when the Council will receive a budget update. <br /> Mayor Foust opened the public hearing and invited public comment. There was no public <br /> comment. <br /> M/S Ira/Bain to close the public hearing. Motion carried unanimously by voice vote. <br /> M/S Hartnett/Ira to approve the resolution and adopt the budget. Motion carried <br /> unanimously by electronic vote. <br /> B. Adoption of Redevelopment Agency Final Fiscal Year (FY) 2009-2010 Budget — <br /> City Council/Redevelopment A_qencv Board. <br /> Recommendation: <br /> Adopt the resolution of the Redevelopment Agency approving the annual budget <br /> for FY 2009-2010. <br /> RESOLUTION NO RDA 09-03 OF THE REDWOOD CITY REDEVELOPMENT AGENCY <br /> ADOPTING BUDGET FOR FISCAL YEAR 2009-2010 <br /> Pat Webb, Housing, Redevelopment and Economic Manager presented the report. Mayor <br /> Foust thanked her for the report and its specificity in certain areas. Council discussed the <br /> issue of retail vacancy and code enforcement. There was general consensus to have <br /> more information brought back on the issue of punitive code enforcement (possibly <br /> in September). The issue of a pedestrian enhancement system for the downtown was <br /> discussed. <br /> Mayor Foust opened the public hearing. There was no public comment. <br /> M/S Pierce/Ira to close the public hearing. Motion carried unanimously by voice vote. <br /> M/S Howard/Bain to adopt the redevelopment agency budget via the resolution. Motion <br /> carried unanimously by electronic vote. <br /> C. Appeal of Zoning Administrator's Approval of a Use Permit for Woodside Hills <br /> Christian Academy at 2323/2325 Euclid Avenue. <br /> Recommendation: <br /> Deny the appeal, thereby upholding the Zoning Administrator's decision to approve <br /> the Use Permit to allow operation of a kindergarten through twelfth grade private <br /> school and child care facility at an existing church with a total on-site capacity of <br /> 80 children. <br /> Council took a break at 8:47 p.m. and resumed the meeting at 8:55 p.m. <br /> Michelle Tangunan, Project Planner, provided the presentation. She made reference to <br /> three letters that were received. She provided a brief overview of the issues surrounding <br /> this use permit (presentation on file). Council asked questions about non-compliance <br /> issues. Blake Lyon, Zoning Administrator, provided some information on the why there <br /> were delays with this use permit.
