M��n�� ��r <br /> Aug ust 3, 2009 <br /> SUB,IECT <br /> Award of Contract--EI Camino Real "Grand Boulevard" Streetscaping Project <br /> (Broadway to Brewster A�enue) <br /> RECOMMENDATIUN <br /> Rejec# al1 bids and au#horize staff to readve�tise this project for publie bidding. <br /> BACKGROUND <br /> The proposed project is the first in an anticipated sequence o€ improvements along El <br /> Camino Real �"ECR"} and consists of pedestrian, streetscape and landscape <br /> improvements to ECR from Broadway to Brews#er Avenue, approximately 1/10th of a <br /> mile. The proposed improvements are cansistent with the principfes of the Grand <br /> Bou{e�ard Initiative ("GB["} adopted by the Council in December, 2007. The GBf is a <br /> collaborative effort in�olving '19 ci#ies and both San Mateo and Santa Clara counties to <br /> #ransform ECR into a "grand boulevard"for the leng#h of the Peninsula Corridor. <br /> The work of this project is intended to improve pedestrian safety, enhance the <br /> pedestrian experience at the intersection of ECR and Broadway, and achie�e better <br /> pedestrian access to the cify's central business district and downtawn #ransportation <br /> center. {ncluded as part of this project is the addition of a median refuge area and <br /> street frontage improvements thafi will reduce the distance and time required for <br /> pedestrians to cross the street. (mproved lighting and landscaping are also proposed <br /> between Brewster and Broadway. <br /> EI Camino Real is a sfate maintained highway, and the pro�ect has been re�iewed and <br /> approved by the California Department of Transportation. Construction is expected to <br /> conclude in February, 249 0. <br /> Federal grant funds for the s#�eetscaping portion of the project have been awarded as a <br /> result of staff s accomplished project planning and timely application. Two grants <br /> totaling $1,'16�,0�0.�4 ha�e been secured for #he work of this spe�ifc project from the <br /> California Mitigafion and Air Quality Improvemen# Program t�MAQ) and the American <br /> Reco�ery and Reinvestment Act of 2009 (ARRA}. <br /> Existing watermains, locat�l under the sidewalk in this project area, are time-worn and <br /> too smal! to mee# demands of projected future development. S#aff inc[uded <br /> rep�acement of the watermain as an a�ternate bid option to achieve some economy and <br /> ta limi# disruption resulting from multiple construcfion projects. As part of the work of <br /> this project, sfiaff proposes to replace approxima�ely 80� feet of watermain alang El <br /> Camino Reai, Brewster Ave�ue, and Broadway. The city routinely replaces sections of <br /> the water distribution system that have a history of senrice disruptions due to age, <br /> excessive m�intenance requirements, and/or capacity limitations as provided far in the <br /> Capital lmprovement Program. <br />
