<br /> Adopt a resoiution supporfing a Constitutional Convention as proposed by "Repair
<br /> California, Californians for a Stafie Constitutional Con�enfion."
<br /> BACKGRDUND
<br /> VVhile the economy has t�ade it difficult ft�r Redvvvod City fio meet the needs of the
<br /> community, the situatEOn has been significantfy worsened by decades of local revenue
<br /> "takes" by the state legislature. Year after year, the �egislature and governor address
<br /> their own inability, to balance the state budget by taking local funds: local property tax
<br /> revenues, local gas tax money; �a�n�d local redevelopment fiunds. Despite fihis massive
<br /> reduc�ion in local #unds, the state stil� requires cifiies, counties, and school districts to
<br /> provide fihe bulk of services like po�ice and fire protect�on, schools, libraries, children's
<br /> health programs, parks, senior care, mental �ealth services, and o�her important
<br /> programs. The broken stafie go,y.ernment is severely harming Cali�ornia's economy and
<br /> its residents' quality of life for�oday and the future.
<br /> CEearly, the system is broken,,.and,.the latest "borrowing" of local praperty taxes by the
<br /> state on4y illustrates that th�,time�`for change is now. The group iiRepair Calrfornia,
<br /> Calrforn�ar�s for a Sfa�e Constr�ufional Convenfion," is part of the Bay Area Councii, a
<br /> business-sponsored, public-pol'€cy advocacy organiza�ion. Repair California is proposing
<br /> a limited Constifiutional Conventi:on., to consider a number of constitutional changes to
<br /> Californ�a's governance, elections,�,budget process, and revenue distribution.
<br /> Mayor Foust has asked staff#o bring this resolution fionrvard for Council consideration.
